It seems the Argonath servers have gone down again for the time being. As with before, all deadlines and so on will be sorted out from whenever the server returns. Please remain patient whilst whatever technical details that need to be sorted out; are sorted out.

Go outside a little and breath in that fresh air. The room around our PCs is probably very stale by this point.

Soon enough this week, the SA:MP command will be initiating a reform on the divisions and the law enforcement in general.
We'll be informing publicly on what exactly is going to happen after a final discussion is made by the law enforcement commanding members and a meeting with the Chief of Police, Commissioner and President

Please be a little bit more patient for now and await to hear our responses.

Due to the influx of messages concerning the SAPDs former undercover division (SAUD), I've made a bulletin post to address it.

The SAUD is as of around 3 weeks ago, formally closed and has no plans to be reopened. A division that will do various types of detective work is currently in construction and is currently an invitation only division that is scouting for experienced officers that may have the skills to do the job that comes with being a detective.

Interest should be directed towards me via PMs once. As I do in fact remember when one has shown interest for the division. Please do not flood me constantly with questions about the division, as it is not fully developed yet, nor does it help with chances of getting into the division.



Additional note. There may be an event at roughly 15:00CET tonight that could require a large amount of SAPD Officers in the field, any assistance during this time would be greatly appreciated. Field leaders will be assigned by the commanding officer at the time and tasks should be set.[/font][/size]

REFORMATIONS

After extensive evaluation of our staff and systems, we found issues that required some fixing and saw opportunities for other improvements. Therefore at our last ceremony, we finished our command staff evaluation and we presented our latest/upcoming changes.

Here are the latest changes, we've decided to implement.



Changes within the rank structure - Chain of command and tasks!

Cadet - Cadet will be now the beginning step and be a more easily accessible spot within the police force. This rank represents the theoretical learning process of a police officer. A cadet will be trained in the theoretical part of the regulations and systems of the SAPD over the span of 2 weeks, after which the cadet will be examined and if found suitable promoted to Probationary Officer rank (Officer).

Officer - Or as we call it now Probationary Officer will represent the field/practical part of your training within the SAPD. During the period of 1 month, an officer will be assigned with multiple FTOs (Senior Officer role) and will be given access to all of the ARPD divisions to take a glimpse of how do they perform in the field. After the period of 1 month, if the probationary officer is deemed fit, he will be given the opportunity to take the exam, which might move him onto the Senior Officer rank.

Senior Officer - The main force of the SAPD from this period forward, they will be the experienced officers of SAPD and the people that will be tasked all over the ARPD - Divisions or Metro staff.

Sergeant (Split into roles):

Patrol Sergeant: The patrol sergeant will be tasked to control the normal flow of police work in the field and provide judgement calls based on different field situations. The patrol sergeants will be providing regular shift briefings, where they will inform the officer of the latest information we have obtained and assign them to different jurisdictions based on the information we possess.

Staff Sergeant: The staff sergeant will be tasked to handle all the applicant interviews, staff evaluation, cadet examination.

Training Sergeant: The training sergeant will be tasked to handle the FTOs the  SAPD possess and assign them to different probationary officers to provide the best training schedule possible. As well as this, the main role of the training sergeant is to examine the probationary officer and pass on recommendations for promotion to senior officer.



New application system - Interviews!

After reviewing the current application system, we've found it incomplete and unsuccessful. Therefore we've decided to move to a more simplistic system for the new officers. At the same time, organised enough to sort the right people. We predict that with this new system, we will be capable of handling up to 4 cadets per week, which sums up to 16 cadets per month.

In order for an officer to receive an SAPD entrance interview, he is required to write a short form in a topic on the forums, that will be created in the next 24 hours and after the form is approved by one of the staff sergeants, you will be granted the ability to receive an ingame interview.



Divisions - Restructuring one division and opening another one!

ASID - After long and extensive review of the ASID, we've found the division unsuitable for the tasks we've assigned in the beginning. This means, we will begin to reconstruct the division from the ground up, which will continue into at least next week. Once the ASID is fully restructured and ready to open, the public will be given a great deal of additional information about the division and its role within the police force.

SCU - The Street Crime Unit is a newly found group, which will be revolving around the metro part of our department. It's a main priority is to prevent major situations happening within highly active criminal areas. As with ASID, SCU is still in development, which means it will take at least a week to get it up and running with a full public post about its purpose and role.

Metropolitan - The SAPD Sub-departments (SFPD, LVPD and LSPD) have been formally closed, although the boards themselves have not been moved to storage yet, the system for the metro division is the process of construction. However sad it is we are losing the effective group system, we must work with what's been put on our plate by those above us. In the field, please look to your patrol sergeants+ for assignment to jurisdictions during patrol. We advise officers to still use jurisdiction tags whilst reporting over the radio and utilise the CB radios for those in the same jurisdiction. More to come. (Sushi)

It's been made apparent to head command that several recently evaluated probationary officers (Officers that are now Senior Officers) have taken to the streets in non-police vehicles. As well as this increased use of civilian vehicles, the sirens that are specially granted to senior officers are being misused as well. Let it be made clear, that during patrols, there should be only the needed amount of high speed pursuit units should be patrolling, this should be decided by patrol leaders.

Patrols leaders do not need to be just sergeants+, being senior officers now, if there is no command member online, a senior officer should take charge themselves to command units in particular jurisdictions appropriately. So there should not be any overuse of high speed units, seeing as we also have a police radio.

Those who found unfit after their evaluation, expect to be put back into training if you can't show that you can hold the rank of senior officer.

Given the recent release of the ArgonathRPG RS5 beta script, we have been getting many questions regarding the way the San Andreas Police Department will end up working and how it will be implemented. I am happy to inform the public that things are progressing very well internally in the SAPD for the preparation of the full RS5 release. Unfortunately, however, some temporary compromises are going to be made while we polish development of the SAPD to match RS5's new changes.

The following is in effect beginning immediately: (November 5th, 2013)

  • SAPD recruitment and interviews are on hold
  • SAPD Cadet examinations are on hold
  • Division recruitment is now on hold
  • The SAPD probationary officer program is now on hold
  • SAPD Sergeant interviews are now on hold

The above listed will remain on hold until further notice. Once our development progress is improved, the holds will be lifted. We apologize for any inconvenience, but please remain patient while we work towards a better SAPD that is prepared for RS5.

Since our previous announcement about the hold on all recruitment, advancement, and so on, we have decided to temporarily open recruitment within the SAPD. This will come with a few exceptions, however. First off, you can now submit an interview request to which you will receive a follow up from a Staff Sergeant + to receive an interview. This is only an interview of interest, nothing more, nothing less. We will be making decisions on recruitment based on who we see fit given the current cadet amount. Senior Officer's will remain in charge of training our Cadet's while Training Sergeant's review the examinations for promotion to Probationary Officer. Here is where the exception comes in, no one will be promoted to Senior Officer until after the full release of RS5 as we will be implementing a new training system when that time comes. This exception is to keep the work of our S.O's at a flowing pace that doesn't become overwhelming or confusing when the new system is implemented in RS5.

As for divisions, we will continue the probationary officer program, however, it is highly subject to change in the very near future. Assignments will be handed out sometime this week, but do keep in mind this entire system is subject to change at any moment, so we ask for patience and understanding as we continue to adjust and adapt our current ways of working to match RS5's expanding opportunities.

Due to current staff reorganizational changes, to better serve our entire staff, Gangs & Narcotics Division and ASID are now temporarily frozen. Additionally, every single non-commissioned officer of the SAPD is assigned to the Metropolitan Police Department. This change has been put in effect until our staff can be out in full force, ready to fight crime as it is reported.

Expect further updates regarding this hold as it changes.

Given the sudden release of the RS5 beta, we have been receiving questions on the state of the SAPD and how it will continue to work in the new server. We have plans, however, these will not go into effect until RS5 is out of its beta status. The reasoning behind this is due to the fact that RS5 is still in a beta testing stage. Until every bug and broken feature is ironed out, we will not be able to fully implement our new system. So until then, we ask for everyone to remain patient until the server comes out of its beta stage so we can fully begin our regular operations without any disruptions.

Additionally, ARPD regulations are being reworked in RS5, meaning many applicable rules today will not be applicable tomorrow. Speaking of rules, current ARPD regulation is currently not being enforced due to it only being a beta, which means testing scripts and features accordingly. If you have any questions regarding SAPD within RS5, please do not hesitate to send a message to my inbox.

There have been many questions regarding the "criminal score" and what to do when an ex-con approaches you, seeking to be jailed. As of now, many folks have had their own approach on this issue, but today we'll be issuing a statement to clarify on how it should be handled unless the system gets revised in the future. This is something we do not control, just a feature in which we will be working in.

The only people who obtain a criminal score are those who become suspected and evaded the police. That evasion clears them of their previous crime, however, it does not mean they gave up, rather, just escaped the grasp of law enforcement. So, when they approach a member of the SAPD and ask to be jailed to rid of their criminal score, treat them as a suspect who is merely turning themselves in. The suspection reason should be as follows: "Escaped suspect turning self in" - This is to prevent the nonsense reasons for those turning themselves into the hand of law to receive their proper punishment. Jailing times should never exceed 30 seconds for those turning themselves in. They escaped the police fairly, we are not here to hand a full punishment.

I hope the matter of the criminal score is clear. Do inform your fellow officers of this notice to increase public awareness and prevent confusion.

With SAPD plans progressing along at a steady pace we are pleased to announce that this years first Awards Ceremony will be happening next month.  A scheduled date has not been set, but we will be sure to keep all personnel in the loop with regards of location, date and time.  Awards are not something given on a regular basis every single Officer and above has a equal chance, but it's those who stand out, put in work and get recognized who receive.  In regards to our awards ceremony we hope do hope to see Officer graduating from the academy moving onto the next step as a Senior Officer at the same event.  Don't worry if you aren't awarded we appreciate every individuals work without you SAPD would be nothing.

Recommendations that are not up to scratch and provide no valuable information that Training Staff require will from here on be rejected.  If you think that writing down "made error in traffic stop" is suitable then re-think your whole situation as it's not.  If you as a FTO cannot write up a solid well written recommendation then am sorry but you are failing as a FTO, this isn't aimed at one single person this is aimed at every Senior Officer > Supervisory Officer.  If you don't know how to go about writing a recommendation then please check the link below to a prime example.
