I want to enforce the law in Vice City. I want to serve the justice.

Because I got some experience before as VCPD Cadet. I'm sure I can be able to follow the Rules and Regulation carefuly.

EAF, NAR, Gonzales. I was affiliated to them and worked as allies. But now I decided that I was choosing the wrong side as criminal.

You have a severe case of indecisiveness and I am not in any rush to invite you to the academy after witnessing only some of the crimes you have committed. In the end the decision will fall to high command but I personally don't trust you.

The applicant has been patiently waiting for his application ban to be lifted, which it was recently as it expired. Ever since then he did not comit a single crime and patiently wait till he can get back into VCPD. Yes, he did try a hand at criminal life but he obviously saw that he does not fit in and that it is VCPD where he should be.

I often find this officer very useful on the field. He knows the basics and has prior experience. Therefore, I wish to welcome him to the academy.

Do note, and I tell this to you very seriously - disappoint us again like last time and you're out for good.

Cadet was able to demonstrate a strong understanding

Lawrence, at the start of the session you didn't have full armor, and when i asked you what to do when starting a patrol, you weren't sure i was hinting that you must be fully stocked before every patrol. Its important to have every bit of extra equipment you can use, because it may save your life.
Other then that, you knew the material very well, giving me more information then i asked for when i asked you of callsigns and radio codes.
You operated the radio very good, just as i would expect an experienced officer to operate it. You knew of several hotspots and why they are important, and on top of that, even good routing when driving to various locations, showing great map knowledge.
The pullover you did was perfect, and you acted just as i would act personally.

Overall, i'm definitely impressed. Continue doing what you did in this particular session, and you will get very far!

This is a formal session review to determine whether the newly promoted Senior Officer Smaug Collingwood has been following the academy training protocol when issuing his first session.

Upon the process of reviewal, several issues with the provided session have been found, and it has therefore been decided that Senior Officer Collingwood must be supervised by a Sergeant or above when issuing a first session of each type.

Upon the formal reviewal, the following indescrepencies were found:

1. Incorrect Pursuit Roles.
Cadet has made a crucial mistake when answering the Senior Officers question regarding pursuit roles. Quote for reference:

[14:17:59]  Lawrence_Trusso says: Secondary Unit rest of patrol cars that are not primary unit, so this units is tasked to follow the suspect and form convoys behind him.
Pursuit Protocol strictly forbids formation of convoys of any sort, and the formation of convoys during pursuit is precisely one of the most emphasised flaw in a pursuit nowadays. Therefore, it is not acceptable to not have doubted this answer, which contributes to officers believing that forming convoys behind a suspect is okay. There shall never be more than one, primary unit, directly behind the suspect.

2. Police Vehicle characteristics
The Cadet has completely failed to answer the question of the police vehicle characteristics, which therefore further explains the Discrepency No. 3 of this report. Quote for reference:

This is a completely irrelevant answer. The characteristics provided in the learning material conveys aspects such as the vehicle handling. For example - use of handbrakes and other tactics when cutting corners with all of the police vehicles. This further explains why the Cadet has flipped the cruiser in the session.

3. Performance not satisfactory.
Loosing visual and flipping your cruiser during the testing part shows severe driving incapabality and lack of driving discipline. Therefore, we find that it was an inadequate decision to pass the Cadet.

VERDICT:
It is partly the fault of Command Staff that we've allowed a fairly new Senior Officer to issue sessions without supervision, however, we cannot allow a Cadet to graduate the academy with flawed knowledge. Therefore, the Academy Management is over-rulling the session. The Cadet will have to re-take certain parts of the sessions specified before he is passed. Cadet should revise the flaws issued and be ready to be tested on these flaws.

Senior Officer Collingwood is to issue sessions with Command Staff supervision for the first few times.
