Rank: VCPD Cadet (VC:MP)
Target Rank: VCPD Officer (VC:MP)

You've shown a beautiful performance on the field. Just your activity is a bit of doubtful, but I hope that can be changed. Other than that, you've the potential & you need to learn some things but that is why academy is for. You're accepted as a cadet, where you can now learn everything you were lacking in.

You now have access to the VCPD Academy. Read the topics within it and familiarize yourself with the Procedures and Regulations.
You are welcome to contact senior staff for your training and examination.

Welcome!

Signed,
VCPD Sergeant,
Steven Collingwood

Academy Progress Report

Details:

Notes:

Cadet: Dizaster
Session: #1: Introduction to Police Duty
Duration: 2 hrs
Grade: N/A
Passing Requirement: N/A, theory session
The session was plagued by constant 911 call outs due to lack of officers
on the field at the time, however, we managed to get it done nonetheless.
Cadet was very attentive, listened to the instructor, asked questions
and actively participated in the teaching. Cadet is willing to learn and seems
to do so quite actively.

Dizaster, I won't deny that I used to have doubts about you joining VCPD when you just applied. But after your performance in the session today, I have no doubt about you.
You studied the material, you know it very well, and you handled the simulations perfectly.

I trust you to keep doing excellent work!

Duration: 2 hrs

Passing Requirement: 8/10
Cadet did oustanding in this session. Cadets driving was better than the
majority of what I get to see from new Cadets and officers these days, he was learning
quite quick and asking questions. Cadet already new how to perform the PIT/lag-ram
manouver and was very well in handling the police cruiser by the end of the session.
Keep up the good work.

Vice City Police Department
High Command

Final Examination of
Officer Candidate Dizaster

General Information:

Date: 3rd March, 2018
Duration: One hour

Remarks: Cadet has not met the expectations.
              Examination Protocol:

[V] Knowledge of Procedures and Regulations
              [X] Roleplay Competence

              [-] Radio Competence
              [X] Traffic Enforcement
              [X] Situational Awareness

              [V] Pursuit Tactics
              [V] Vehicle Competence and Driving
[-] Piloting Competence - Not tested
              [-] General Pursuit Competence

              [V] Weapon Competence

              [V] Community Service, Interaction
              [V] Maintaining Public Image

Conclusion

The Vice City Police Department has found the Final Examination results unsatisfactory and has decided that the Cadet is not ready to graduate the academy. Cadet is sent back to the Academy for extensive training on the following subjects:
1) Traffic Stop Procedures (Patrol and Response)
2) Proper detention and arrest procedures (Patrol and Response, Introduction to Police Duty)
3) Roleplay (Introduction to Police Duty)
4) Codes and their meanings, the meaning of C30 (Patrol and Response)

Extended Response:
I am rather surprised, Dizaster. You seemed one of the more promising cadets out of the current wave. Yet, while a lot of people seem to forget the majority of what has been taught in the academy upon becoming officers, you have not passed the academy yet and you forget things that you were taught just recently.

Let's begin with the fact that while you handled the radio to certain extent, I found it unsatisfactory. You sent radio messages where they were really not that important, but failed to update the radio where it's due. Also, refrain from stopping in the middle of the road to type. If it's not urgent, pull over.

Speaking of pull overs, you failed to follow the proper pull over procedure. You left yourself exposed to possible harm from the driver by allowing him to exit the vehicle. Your excuse was that he wouldn't listen. It does not change anything. You do not initiate the pull over and do not approach him until he is in a position in which he cannot do any harm, in other words - in their vehicle. If they refuse to return to their vehicle after several warnings, you treat it as failure to comply.

You failed to stop Kappa from taking another bike when he was right next to you. That was a bummer..

Roleplay and arrest procedures. This is what disappointed me the most. Are you aware that Kappa had Kurz MP5 and M60 in his possession? Meaning if you would have search him as you're supposed to according to arrest procedures, we would have evidence on him. You rushed the arrest with piss poor roleplay which possibly costed us a good court case.

You've ignored a C30. C30 is an officer in danger call that is required for everyone to respond to immediately according to Patrol and Response.

Once all those flaws add up, I've decided you are not ready to become an officer yet.

Signed,
Gabriel Adams, Chief of Police

HQ
