Name of the reporter: Al Svensson
Name of the officer(s) involved: Stefan Gulucan
Name of any witnesses: Andrew_W

Time and date of the events: 21:50 ish.
Description of the events: I was inside a clotheshop, when a cop came in and accused me for running away from a traffic stop...
Evidence: I do not have much evidence, more than I was not guilty. I have not been running away from a traffic stop and I have not seen him following me and even been trying to stop me, if I would have done such thing. For the past 15 minutes or so I was inside the clothing shop in order to try some new clothes and that's it.

Hello Al Svensson,

Thank you for submitting the complaint to us, we will discuss it and reach to fair verdict with the command staff and Chief.

I have a question for you, mind telling me the name of the clothes shop you were at? We will take a look at the CCTV cameras if needed.

Cadet Stefan can say his side of the story.

To whom it may concern,

I, Andrew Woodrough, SAPD Freecop, seeing as I am denoted as a witness in this complaint, hereby declare the following:

I had just gone on duty when I responded to the call of LSPD Cadet Stefan Gulucan. He was requesting a patrol car on scene at the Binco clothes shop on Textile City / San Andreas Avenue, which is in close proximity to MRPD.

Upon quickly arriving at the scene, I parked on the corner of the street and noticed Stefan along with the complainant. My observation of the complainant is that he appeared to be part of a paramilitary organisation, as he was wearing military fatigues and a tactical helmet equipped with what seemed to be night-vision goggles. I approached them and witnessed the complainant claiming his innocence in a short dialogue with Cadet Stefan. We proceeded to detaining the complainant in my cruiser and headed to MRPD as per the indications of Cadet Stefan.

Cadet Stefan escorted the suspect inside the briefing room with the video projector, while I was providing assistance. Followed was a discussion between the two. Cadet Stefan produced video evidence which supposedly was used to track down the complainant to the clothes store. Unfortunately, I don't recall more details about the investigation and discussion, as I was only to provide assistance if the situation degenerates.

After this discussion, we escorted the complainant down to the cells where he was formally charged and jailed by Cadet Stefan. I then proceeded to my normal patrol duties.

Unfortunately, until now I got no contact with him yet. I am doing my best to reach him as soon as possible. For now, please be patient with the verdict of this complaint.

Hello dear al Svensons im Officer Stefan Gulucan, i will type honestly here without anything to hide , can u play RP in RP server , stop flying cars which description is reported on Air Unit and we found u after 10 minutes and 3 crashes over 200kmh in the city , i have same problem with AKY , play RP on RP server Free roam server is to test ur Speed limits and dooing the immposible , Honestly Regards i dont have anything to hide there , if u think im wrong , tell me tommorow i will leave this Free Roam server or whatever is this gooing to be.

After viewing both replies, it seems this was an issue of miscommunication.

Al - lots of communication can happen between officers and witnesses in the police radio and CB that you are unlikely to see. It is fairly reasonable that if they witnessed your driving, they can come back to get you within 10 minutes or wait until you lower your guard.
I very much doubt you are completely innocent in all this, and that officers just randomly arrested you in a clothes shop without any prior reason. It is reasonable that there be some consequence to officers witnessing lawbreaking. 


Stefan -
When arresting a suspect, make sure it is clear what evidence you have and what witnesses were there at the scene. For reckless driving and speeding and other light crimes, I recommend giving a small fine up to $250 or a RP punishment (community service etc) rather than straight up suspect and arrest. You can give the players a choice on what they prefer, and they are much likely to go along with it and be satisfied with the outcome.


As far as I am concerned no further action is to be taken on this and the complaint will be dismissed. Stefan is a cadet and still learning, please have patience and lead by example in RP. Let's not start this complaint culture over every little thing.

I'm serious that he went inside the clotheshop just randomly telling me to step outside. I was trying new clothing for Merryweather for the past 15 min or more. Stefan also said he had video evidence. I'd like to see that, because I came from my house in Richman district to the binco next to MRPD.

That's my story, just odd and annoying to be arrested when you did nothing more than standing still trying clothings.

And his story ingame was that I had escaped from a traffic stop, which I absolutely not had done. So this is bullshit.
