Structure of the San Andreas Police Department (SA:MP):
SAPD Cadet:  This person is under training. They've been taken officially under SAPD's wing and are being trained to be a fully fledged Officer with good knowledge of all Procedures and Laws.
SAPD Officer:   This is an Officer who has a decent amount of experience of the Laws and Procedures, is fully trained, and can handle situations which come their way in the field. The Officer isn't expected to do much paper work at this level, but to be more active in the field.
SAPD Senior Officer:    This is an Officer who has gained experience and is able to adapt to leading roles. The Senior Officer is a trusted member of SAPD, and must be an exemplary Officer to his fellow Officers and Cadets. They must be patient and very helpful, and are expected to do some paper work.
SAPD Sergeant:     They do the Command work in the local Departments, but they dont have much power. The Sergeants must be active players who play daily. They must prove they are ready to become a "full time" Command member, and that they can reach the Lieutenant rank. If a Sergeant is not active or they have too many excuses for why they cant play, they must be returned to the Senior Officer rank. The Sergeant is a test and learning period to tell if the player is really capable of the job. The keyword here is "activity".
SAPD Lieutenant:    They are the "Administrators" of the San Andreas Police Department. They have power generally throughout the whole SAPD, but they must focus on leading only one Department. They must be tested players who are very active and learned what it means to be a Command member. Their activity must not be questioned, and if they constantly search for excuses, they must be returned to the Senior Officer rank. An inactive Command member is an incompetent Command member, and has no use in the Command Staff.
SAPD Captain:      They are the "Managers" of the SAPD. They must handle large police events for the whole ARPD community, (eg. SAPD Organized Patrol). They have power over the whole state Department, and they have a word in any and all changes to it. This job requires heavy activity, and they are not allowed to stay away from their role for more than a month.
SAPD Deputy Chief:        The Deputy Chief consists of the Captains who have reached this level by proving they can handle this job, and who's judgment fits for the "Developer" role of SAPD. If a Captain is promoted to Deputy Chief, the upper Command Staff needs to promote a new Captain to fill that place. They are required to do police work almost non-stop, because the upper Command Staff is a full time job. This job requires heavy activity, and they are not allowed to stay away from their role more than a month.
SAPD Chief:         They are the main "Developers" and "Owners" of the SAPD, and the whole Department is in their hands. They can make major changes. If a player reaches this level, they must be fully trusted and competent, and they must be an accepted person by the community. They must not be unknown to people. The Chief's job is constant work, around the clock. The Server Owners have SAPD Chief rights, and the difference between a Server Owner and the SAPD Chief is the SAPD Chief must be active in-game, whereas a Server Owner does not.
SWAT Cadet:   This member of SWAT is under training, and is yet not allowed to lead the team, or operate without guidance. The Cadet of SWAT will be trained to become an Operative, and perform under their own initiative and without guidance.
SWAT Operative:    Full member of SWAT, and is trained fully to lead the team when required and perform under their own initiative. They are the backbone of Special Weapons And Tactics.
SWAT Team Leader:     Highly trained, and able to train and lead SWAT. The SWAT Team Leader also helps administrate SWAT.
SWAT Commander:      Has Command rights to SWAT. The SWAT Commander will make all field decisions for SWAT, and are the main administration of Special Weapon And Tactics.
SAPD Academy Manager:    Administrates the members of the Academy, and aids in structuring the Academy with the Academy and SAPD Chiefs. The Academy Managers also help the Academy Chief with the management of applications.
SAPD Academy Chief:      Designs the main structure for the Academy. They are in charge of all recruiting within SAPD. The Academy Chief will construct the Academy at the guidance of the SAPD Chiefs.
Structure of the Liberty City Police Department (IV:MP):
LCPD Cadet:  This is the law-abiding Citizen who has been accepted into the Academy and is learning, being trained, and will later be examined. If they pass the exam, they get promoted to the rank of Officer.
LCPD Officer:   This is the Cadet who successfully passed their exam and has been promoted to a full member and Officer of the LCPD. The Officer is starting to make up their career, and is the lowest rank of the LCPD, excluding Cadet. The Officer's duty is to patrol the streets and enforce the laws, fighting the crime. They are the responsibility of all higher-ranked Officers.
LCPD Senior Officer:    The Senior Officer is an officer that has been serving with the Department for a long time. They are considered to be the guiding light to other Officers, and are often the first to rush in when duty calls. They are assistants to the Sergeant, and overall an experienced form of a standard Officer. They are responsible for leading both Cadets and Officers, and for teaching them how a professional officer should conduct themselves.
LCPD Sergeant:     The Sergeant is an experienced officer who made their career in the ARPD, and shows true dedication to their duties. Even though a Sergeant is not a member of the Command Staff, and is not a SWAT Associate, so they cannot promote, suspend, demote, or manage parts of the Department, they can still order Officers as they are higher ranked than them. The Community Leaders are automatically promoted to LCPD Sergeant.
LCPD Lieutenant:    Every Liberty City island requires a competent lower Command Staff. That's where the Lieutenants come in. Three lieutenants are in charge of the three islands. They are the keystone of cross-communication of all three Department sectors. They are also in charge of every single officer inside their sector. Should any excesses arise, they are responsible for it.
LCPD Captain:      The Captain is a member of the upper Command Staff, but they don't have same powers or duties as the Chiefs. Captains and above can train and test Cadets, and promote them to Officers. They are responsible for the Officer's initial test, as well as Lieutenants. The Captains can promote, suspend, demote, and manage a few parts of the Department with authorization from the Chiefs.
LCPD Chief:       The head of the LCPD. The Chief is a highly experienced officer who manages the Department as a whole. They are the head of Command Staff, and a SWAT Associate or Member of the Command of the SWAT (N.O.O.S.E.) division. They always have the final word in decisions, manage the forum structure, and have administrative powers over the forum. They can name trusted officers as Captains, but that is their choice.
N.O.O.S.E. Member:     The experienced and skilled officers who are invited into TRU by the N.O.O.S.E. Commander. They are considered the best "fighters" of the LCPD, and are requested only in special situations. The N.O.O.S.E. Associates are equally ranked to N.O.O.S.E. Members. Operatives are to aid the Federal Bureau Of Investigation and the LCPD upon being called in any situation, under any circumstances.
N.O.O.S.E. Commander:      The leader of the Special Weapons and Tactics division. The N.O.O.S.E. Commander has full rights to command the TRU division, and has moderator rights for N.O.O.S.E. boards. The N.O.O.S.E. Commander rank is not a member of the Command Staff of LCPD.

LCPD Captain:       The Captain is a member of the Command Staff, but they don't have the same powers as the Chiefs. Captains and above can train and test Cadets, and promote them to Officers. The Captains can promote, suspend, demote, and manage a few parts of the Department with authorization of the Chiefs.
LCPD Deputy Chief:        The secondary lead of LCPD. They have the same rights as the Chief, and are the backup for the Chief in their time of absence. They can promote up to Captain, and assign leaders to the Academy Staff if necessary.
LCPD Chief:         The head of the LCPD. The Chief is a highly experienced officer who manages the Department overall. They are the head of Command Staff. They always have the final word in decisions, manages the forum structure, and has administrative powers over the forum. They can name trusted officers as Deputy Chiefs, but that is their choice.
SWAT Cadet:  They are the trainees of the LCPD SWAT team. They are taught everything about the SWAT team, and how to coordinate operations correctly.
SWAT Officer:   They have passed through the SWAT Cadet process, and are now officially considered a SWAT member. They can be called out whenever they are needed, even if they are not on duty.
SWAT Captain:    The leaders of SWAT team. They are a part of SWAT's Command Staff, and have all rights to fire SWAT Officers and Cadets.
SWAT Commander:     Same as a LCPD Deputy Chief, they are the second in command of the SWAT team. They have access to everything related to SWAT. They can promote up to SWAT Captain, and can assume the SWAT Chief role if it is vacant.
SWAT Chief:      The leader of the SWAT team. They are also the leaders of the SWAT Command Staff, and can do anything that benefits the SWAT team. They can be removed from power by the LCPD Chief.
