For one, Cadet did not know all the instances when is a police officer allowed to open fire without a warning. This is worrying, because if the Cadet is not familiar with those points, he may discharge his weapon inadequately. What influenced such a grade though the most, was that the Cadet did not know the Specialised Equipment Usage protocol. Once asked how do you use a Sea Sparrow, the Cadet suggested that it should be used against fast speed vehicles. That is not only a great breach of VCPD regulations, but of administrative rules as well. A sea sparrow shall never be used on anything else than boats and aircraft, plus, there are additional steps and precautions that you need to follow when using it. Cadet, please re-read procedures and regulations again, including the Specialised Equipment Usage protocol. You may retry this Session tommorow.
