Unfortunately, most of the mods that are out there are high quality. And if they aren't, they're usually crap. :P I'm having trouble finding low quality mods myself, so best of luck to both of us!

You guys need to correct yourselves on saying "How do you add ELM lights?"

You're not adding "Emergency Light Modification lights".  What you're doing is looking for a modification that is compatible with ELM.  I just thought I'd clear that up, as I'm getting a bit annoyed and dislike seeing people asking "How do I add ELM lights?"

Now, to perform the task of adding a light bar to the top of the vehicle which lights up just like the headlights, thus making it ELM compatible, you'd need to have some good enough knowledge of how to use 3D Studio Max.

If you guys are having trouble with HQ mods due to SA's memory limit limitations, PM me. I know where you can find a fix. If it's due to your computer's limitations, then you are "shit out of luck" as they say. Buy a new computer.

As long as it's a Crown Victoria modification, there's a 99.99% of a chance that it's high poly.

I recently learned how to edit .dff files and I edited serval High-Poly Crown Victoria's to Medium-Low Poly.

I removed the engine, the useless underbody parts and the interior. I know it sucks without an interior but it's a low-poly, ELM compatible LAPD Crown Victoria 

And it runs smoothly on my crappy PC
