SAPD Medals returned globally, Local medals will now longer be required. SAPD medals now can be awarded on local dept. ceremonies, but must follow the requirements of being awarded. All SAPD medals are Lt+ to be handed out by.

Just to make it clear,

If you are chasing a suspect in a civilian vehicle, you as driver and passenger must both be on Undercover duty.
The rule applies that you cannot patrol UC unless Lieutenant+ (As Lieutenants and over have permanent access to grant UC)

As it may become a future problem of making police cruisers further redundant, anyone breaking the policy will be suspended, and if caught further on, punishments will escalate.

Any units of SAPD who fail to respond to major calls/situations like 207, must be reported directly to leaders of SAPD with evidence,
Disciplinary will be taken.

Making this rule clear:

* - If a suspect discharges a fire-arm in the presence of police, the police can then use any weaponry necessary or drive-by any vehicle which the suspect who discharged the weapon is using or is in.

If someone shoots during the presence of police, the police can then deploy lethal weaponry and are permitted to drive-by any type of vehicle the person is driving, to eliminate the threat, for the safety of himself, other police and citizens.

From now on, if you have applied for FBI, and currently are in SAPD, you will be asked to make a choice from two;
1. Remain within the Police force (SAPD), and drop your application for the Bureau.
2. Resign from your position in the SAPD and continuing you Bureau application.

This has been implemented, for Officers to think carefully about their decision, and not rashly make decisions, which will later waste the time of the force, and the bureau.

CRASH is no longer a sub division under LSPD after a review with the Commander / SAPD Upper CMD. We have decided to make it a global SAPD division instead. We also expect the division to be operating at it's finest.

- San Andreas Police Department has had a recent global meeting our fellow Citizens of the United States of Argonath, our main concern is the relations between criminal associations. We hope our specialized sub-division CRASH will have the ability to solve this problem in order to improve the streets of the San Andreas state.

- SAPD CMD Staff will be developing a Cash Register system
- SAPD Undercover Headquarters is under-review and is to be constructed
- CRASH will be inviting new members within the division, show some action in order to get in!

(-) A few minor things have been contructed within the San Andreas Police Department as we have been working through out the days. After some ideas that have been brainstormed regarding the Academy, we have decided to split up the sessions into a equal and expanded guide as we teach cadets. The reason is, a session consist at-least 4-5 seperate guides which sometimes can confuse us, that's why it's now expanded to 6-7 sessions, so the cadets get a better understanding regarding the session.

(-) CRASH division has reached it's deadline and is now closed

(-) SAPD Cash Register system implemented and constructed, SAPD local command members will notify you about it shortly.

(-) SAPD Undercover division has been finially implemented to the official SAPD. New guides, rules and facts are published. A seperate board is created for this division and has the four sub-department's personnel files. SAPD Command staff from you're department will shortly notify you about the invitations and such. Remember, asking for the rights will decrease your chances in having a chance in experenicing such division.

Good afternoon fellow SAPD Officers and citizens,

A short-term break has been issued to our faithful officers within the San Andreas Police Department. This break will go on for 2 days or more for those who need a longer term. This is due to the christmas celebrations and eve. We hope you enjoy you're holiday that has been granted, and please do come back safe. I'll be moving to Liberty City due to the family issues that have been occuring, so i won't be celebreating chistmas.

OFFICIAL ANNOUNCEMENT

Dillimore Police Department is hear by closed. With immediate effect. However, a new Sheriff Division will replace it.

Introducing: Argonath County Sheriffs.

Argonath County Sheriffs as an Elite division within the SAPD Tasked with patrolling and enforcing laws within the Argonath State. The roles of the ACS will be vital to the enforcement of the law within the Argonath State. The roles and image that was once portrayed in DPD will be changed; however, not for the bad. Roleplay is a vital part of DPD and will continue to exist within ACS.

As you may see, DPD is now converted to Argonath County Sheriffs.
This is to have more roles and experiences in the Sheriff way.



SWAT is now fully operational.
Applications are open for interests at the specific board viewable by Officer +.

A few more changes will be implemented soon, stand by.

Any staff member who is not currently assigned to a department, or does not have an open transfer request, MUST make a transfer request in the next 48 hours.

Failure to do so will result in REMOVAL from the SAPD. Being in a department is not optional.

Reinstatement Process
Update



From now on, when your reinstatement request is approved and processed by the SAPD Upper CMD, you will be asked to go through either a Academy Examination or a direct Ride-a-long with a Sergeant+. There on, we can record the statistical results we gain so we are sure you are capable and ready to come back as a full SAPD Member. Ride-a-long process will consist you in showing the skills you have to the Sergeant you are riding with.

That means the officer requesting a reinstatement must show the following skills;

- Practical
- Investigatory
- Patrol
- Radio responses
- Action
- Disciplinary
. . . 


Once you have completed the Ride-a-long process, the Sergeant must give the statistical results in the Local Command board (where a topic is created).
Be sure to study hard before taking this examination.

Due to Chief Pancher's temporarily leave due to issues, he has assigned me with full authority to lead and take decisions inside the San Andreas Police Department.
With that, some changes will commence which will be done genuinely. Which means i will be acting full Chief.

Some things will be implemented, reviewed and terminate. Mainly towards the restrictions and the command, but more to appear.
I've been inactive for a bit for the past duration, but I'll move on to a increased activity.

Any questions regarding anything can be answered once asked, please do not hesitate to do so.

The following local departments are now considered as normal sub-departments in the districts;

- Dillimore Police Department (Lead by DeeJay)
- El Quebrados Police Department (still non-operational)
- Fort Carson Police Department  (Lead by Gibson)
- Angel Pine Police Department (Lead by Jimmy Bowling)


That means there are no longer Sheriff Departments. Sheriff roleplay is accepted if you would like to roleplay as a Sheriff, but mainly - the departments are normal like the others but in the same district.

A new system in preparation for SA:MP RS5.0a will be developed towards the inexperienced ARPD Officers which will be a better guide for them before stepping in the shoe's of the police steps. A official division will be formed and a leader will be selected. For now, I'm making the guides and structures for system slowly and step by step so it can well-detailed. Do not expect it to be released during this period in public yet, nor any additional information be will opened to the public until we are satisfied with the current development.

Questions can be asked, but please keep it to a minimum as I'm very busy with working on the development.

After a long discussion within the command, we deciding during the lack of members we posses at the current point of our growing to close down all county departments and return back to main departments, until a suitable command is found and manpower required is obtained. While we are going to work as a main departments(LSPD/SFPD/LVPD) we will still have to concentrate on whole area that belongs to our districts. The districts will be brought back in future if a maintained level of work is shown.

A reminder that everyone should be getting their new badge numbers from Deputy Chief Plam, if you have not contacted him about it, do it as soon as possible. We want the badges to be completed by the end of this week.

Addition to bulletin: New SAPD RPP (Regulation, protocol and procedures) has been posted. Currently these have not been formally approved by Gandalf, we would like SAPD members to follow the new regulations at this point until told otherwise. Any errors or things that I may have missed should be PMed to me so I can fix it as fast as possible. As the first post says, any changes that officers think should occur should be voiced to a head command member. The old RPP are kept there for the time being to provide a comparison and for people to see if anything is missing.

Like the former SAPD Special Weapons and Tactics division, the Air Division is no longer a part of the SAPD. The only divisions within the SAPD are now the main police force, SAUD and the in-development HSP. CBFasi is the current commander under the direction of the commissioner and president, any further questions should be directed to the commander and his subordinates.

In case it wasn't evident. The SAPD recently released a new and updated set of regulations, protocol and procedures (RPP). This will be updated further without notice, it is up to the officers of the SAPD to frequently check to make sure they are acting within the bounds of the SAPD.

In the upcoming days, the SAPD Head Command will be resuming focus on the development for the SAPD. Third Phase.
This time, we'll be focusing on improving and executing a new plan for SAPD Cadets and having more command staff members to supervise our members and lead them.

We will hopefully finish soon and bring some more dedication to the biggest law enforcement in the state.

Hello ladies and gentlemen,

Updates...

- After observations and inspections on the SAPD, we now have an active and working hard SAPD Commanding team. They are all assigned to work in a specific field or area in the law enforcement depending on specialities.

- For the public's information, the desk staff division (suggested by Gandalf) will be structured and operational during the release of RS5 (this division will change into a new a factor/era in the SAPD).
At the current moment, the Head Command are working on bits and pieces as we do have to wait as-well for the release of RS5 to finish off the hierarchy.

To ensure that no one gets bored thankfully, we've had a variety of divisions opened in the past months that will keep the SAPD members entertained and working well. Do take note that multi-tasking is required!

Due to the influx of messages concerning the SAPDs former undercover division (SAUD), I've made a bulletin post to address it.

The SAUD is as of around 3 weeks ago, formally closed and has no plans to be reopened. A division that will do various types of detective work is currently in construction and is currently an invitation only division that is scouting for experienced officers that may have the skills to do the job that comes with being a detective.

Interest should be directed towards me via PMs once. As I do in fact remember when one has shown interest for the division. Please do not flood me constantly with questions about the division, as it is not fully developed yet, nor does it help with chances of getting into the division.



Additional note. There may be an event at roughly 15:00CET tonight that could require a large amount of SAPD Officers in the field, any assistance during this time would be greatly appreciated. Field leaders will be assigned by the commanding officer at the time and tasks should be set.[/font][/size]

REFORMATIONS

After extensive evaluation of our staff and systems, we found issues that required some fixing and saw opportunities for other improvements. Therefore at our last ceremony, we finished our command staff evaluation and we presented our latest/upcoming changes.

Here are the latest changes, we've decided to implement.



Changes within the rank structure - Chain of command and tasks!

Cadet - Cadet will be now the beginning step and be a more easily accessible spot within the police force. This rank represents the theoretical learning process of a police officer. A cadet will be trained in the theoretical part of the regulations and systems of the SAPD over the span of 2 weeks, after which the cadet will be examined and if found suitable promoted to Probationary Officer rank (Officer).

Officer - Or as we call it now Probationary Officer will represent the field/practical part of your training within the SAPD. During the period of 1 month, an officer will be assigned with multiple FTOs (Senior Officer role) and will be given access to all of the ARPD divisions to take a glimpse of how do they perform in the field. After the period of 1 month, if the probationary officer is deemed fit, he will be given the opportunity to take the exam, which might move him onto the Senior Officer rank.

Senior Officer - The main force of the SAPD from this period forward, they will be the experienced officers of SAPD and the people that will be tasked all over the ARPD - Divisions or Metro staff.

Sergeant (Split into roles):

Patrol Sergeant: The patrol sergeant will be tasked to control the normal flow of police work in the field and provide judgement calls based on different field situations. The patrol sergeants will be providing regular shift briefings, where they will inform the officer of the latest information we have obtained and assign them to different jurisdictions based on the information we possess.

Staff Sergeant: The staff sergeant will be tasked to handle all the applicant interviews, staff evaluation, cadet examination.

Training Sergeant: The training sergeant will be tasked to handle the FTOs the  SAPD possess and assign them to different probationary officers to provide the best training schedule possible. As well as this, the main role of the training sergeant is to examine the probationary officer and pass on recommendations for promotion to senior officer.



New application system - Interviews!

After reviewing the current application system, we've found it incomplete and unsuccessful. Therefore we've decided to move to a more simplistic system for the new officers. At the same time, organised enough to sort the right people. We predict that with this new system, we will be capable of handling up to 4 cadets per week, which sums up to 16 cadets per month.

In order for an officer to receive an SAPD entrance interview, he is required to write a short form in a topic on the forums, that will be created in the next 24 hours and after the form is approved by one of the staff sergeants, you will be granted the ability to receive an ingame interview.



Divisions - Restructuring one division and opening another one!

ASID - After long and extensive review of the ASID, we've found the division unsuitable for the tasks we've assigned in the beginning. This means, we will begin to reconstruct the division from the ground up, which will continue into at least next week. Once the ASID is fully restructured and ready to open, the public will be given a great deal of additional information about the division and its role within the police force.

SCU - The Street Crime Unit is a newly found group, which will be revolving around the metro part of our department. It's a main priority is to prevent major situations happening within highly active criminal areas. As with ASID, SCU is still in development, which means it will take at least a week to get it up and running with a full public post about its purpose and role.

Metropolitan - The SAPD Sub-departments (SFPD, LVPD and LSPD) have been formally closed, although the boards themselves have not been moved to storage yet, the system for the metro division is the process of construction. However sad it is we are losing the effective group system, we must work with what's been put on our plate by those above us. In the field, please look to your patrol sergeants+ for assignment to jurisdictions during patrol. We advise officers to still use jurisdiction tags whilst reporting over the radio and utilise the CB radios for those in the same jurisdiction. More to come. (Sushi)

It's been made apparent to head command that several recently evaluated probationary officers (Officers that are now Senior Officers) have taken to the streets in non-police vehicles. As well as this increased use of civilian vehicles, the sirens that are specially granted to senior officers are being misused as well. Let it be made clear, that during patrols, there should be only the needed amount of high speed pursuit units should be patrolling, this should be decided by patrol leaders.

Patrols leaders do not need to be just sergeants+, being senior officers now, if there is no command member online, a senior officer should take charge themselves to command units in particular jurisdictions appropriately. So there should not be any overuse of high speed units, seeing as we also have a police radio.

Those who found unfit after their evaluation, expect to be put back into training if you can't show that you can hold the rank of senior officer.

Given the recent release of the ArgonathRPG RS5 beta script, we have been getting many questions regarding the way the San Andreas Police Department will end up working and how it will be implemented. I am happy to inform the public that things are progressing very well internally in the SAPD for the preparation of the full RS5 release. Unfortunately, however, some temporary compromises are going to be made while we polish development of the SAPD to match RS5's new changes.

The following is in effect beginning immediately: (November 5th, 2013)

Since our previous announcement about the hold on all recruitment, advancement, and so on, we have decided to temporarily open recruitment within the SAPD. This will come with a few exceptions, however. First off, you can now submit an interview request to which you will receive a follow up from a Staff Sergeant + to receive an interview. This is only an interview of interest, nothing more, nothing less. We will be making decisions on recruitment based on who we see fit given the current cadet amount. Senior Officer's will remain in charge of training our Cadet's while Training Sergeant's review the examinations for promotion to Probationary Officer. Here is where the exception comes in, no one will be promoted to Senior Officer until after the full release of RS5 as we will be implementing a new training system when that time comes. This exception is to keep the work of our S.O's at a flowing pace that doesn't become overwhelming or confusing when the new system is implemented in RS5.

As for divisions, we will continue the probationary officer program, however, it is highly subject to change in the very near future. Assignments will be handed out sometime this week, but do keep in mind this entire system is subject to change at any moment, so we ask for patience and understanding as we continue to adjust and adapt our current ways of working to match RS5's expanding opportunities.

Due to current staff reorganizational changes, to better serve our entire staff, Gangs & Narcotics Division and ASID are now temporarily frozen. Additionally, every single non-commissioned officer of the SAPD is assigned to the Metropolitan Police Department. This change has been put in effect until our staff can be out in full force, ready to fight crime as it is reported.

Given the sudden release of the RS5 beta, we have been receiving questions on the state of the SAPD and how it will continue to work in the new server. We have plans, however, these will not go into effect until RS5 is out of its beta status. The reasoning behind this is due to the fact that RS5 is still in a beta testing stage. Until every bug and broken feature is ironed out, we will not be able to fully implement our new system. So until then, we ask for everyone to remain patient until the server comes out of its beta stage so we can fully begin our regular operations without any disruptions.

Additionally, ARPD regulations are being reworked in RS5, meaning many applicable rules today will not be applicable tomorrow. Speaking of rules, current ARPD regulation is currently not being enforced due to it only being a beta, which means testing scripts and features accordingly. If you have any questions regarding SAPD within RS5, please do not hesitate to send a message to my inbox.

There have been many questions regarding the "criminal score" and what to do when an ex-con approaches you, seeking to be jailed. As of now, many folks have had their own approach on this issue, but today we'll be issuing a statement to clarify on how it should be handled unless the system gets revised in the future. This is something we do not control, just a feature in which we will be working in.

The only people who obtain a criminal score are those who become suspected and evaded the police. That evasion clears them of their previous crime, however, it does not mean they gave up, rather, just escaped the grasp of law enforcement. So, when they approach a member of the SAPD and ask to be jailed to rid of their criminal score, treat them as a suspect who is merely turning themselves in. The suspection reason should be as follows: "Escaped suspect turning self in" - This is to prevent the nonsense reasons for those turning themselves into the hand of law to receive their proper punishment. Jailing times should never exceed 30 seconds for those turning themselves in. They escaped the police fairly, we are not here to hand a full punishment.

I hope the matter of the criminal score is clear. Do inform your fellow officers of this notice to increase public awareness and prevent confusion.

With SAPD plans progressing along at a steady pace we are pleased to announce that this years first Awards Ceremony will be happening next month.  A scheduled date has not been set, but we will be sure to keep all personnel in the loop with regards of location, date and time.  Awards are not something given on a regular basis every single Officer and above has a equal chance, but it's those who stand out, put in work and get recognized who receive.  In regards to our awards ceremony we hope do hope to see Officer graduating from the academy moving onto the next step as a Senior Officer at the same event.  Don't worry if you aren't awarded we appreciate every individuals work without you SAPD would be nothing.

Recommendations that are not up to scratch and provide no valuable information that Training Staff require will from here on be rejected.  If you think that writing down "made error in traffic stop" is suitable then re-think your whole situation as it's not.  If you as a FTO cannot write up a solid well written recommendation then am sorry but you are failing as a FTO, this isn't aimed at one single person this is aimed at every Senior Officer > Supervisory Officer.  If you don't know how to go about writing a recommendation then please check the link below to a prime example.

This is a heads up for those unaware, our Special Investigations Division is currently not operational as of now.  It's leader =AV=LukeN has resigned due to real life taking priority, this doesn't mean that those interested cannot submit a letter on interested towards the division.  Until Chief Sangelo is back from holiday the division won't be active until we seek out a potential leader.  Those currently within ASID should avoid using their undercover badges as if you are caught you will be subject to punishment/dismissal from the division.  As always we'll keep you informed of progress.

Just a quick message to all Officers.

We still have no time when ASID will be back operational, it does look as though Megamidget will regain leadership.  We do hope to update you further on any on-going proceedings.
Lastly, it's approaching the time of the next awards ceremony I do have a outline of plan we will be working off but as of now there hasn't been a scheduled date though we are really hoping for this month or very early in September.  I'll try my best to also keep you updated on this.

Second SAPD Ceremony of this year will be on the 30TH AUGUST at 20:00CET (server time).  It will be held inside the Las Venturas SWAT HQ, we aren't up to holding a public ceremony due to attempts last time to ruin it for everyone involved.  It's advised that anyone attending keep quiet while awards and promotions are given out as-well as during speeches (if any), if you wish to talk out then do so outside with whoever you need to speak with.

The San Andreas Police Department will be undergoing an operation hold from its metropolitan division to its academy until further notice. This is to re-evaluate our resources in certain areas and allocate assistance to the parts of the department that need to be reformed.

During an operational freeze, divisions may continue to operate, however, recruitment will be halted, promotions will be suspended, and activity will be evaluated. As for the academy, current probationary officers will remain as they are, and academy staff will not perform their activities until told otherwise. We will be accepting interview requests, however they will not be acted upon.

Please bare with is as we continue to improve the SAPD for the dynamic server that is RS5.

Argonath Special Investigations Division known widely as A.S.I.D is from this point onwards effectively shutdown and will cease any current operations that it has on-going.  SAPD has no plans in the future to re-open the Detective Division instead we are focusing on the core aspect of SAPD that being the Metropolitan Division.  Anyone part of A.S.I.D is hereby relieved of duty and moved back into the Metropolitan Division, those within who did not hold the rank of SAPD Probationary Officer+ do get in contact with a Lieutenant for immediate rank assignment.  Thank you to everyone involved with the division your work had not gone unnoticed.

More updates still to come, SAPD is only part way through is 2015 transformation.

All Officers should begin posting daily patrol logs there is a most basic format found here (http://arpd.argonathrpg.com/forum/index.php?topic=33695.0) this will be used to record each officers activity in the field and determine what they do on a daily basis.  Patrol logs of each Officer will be reviewed each month by our Command Team.  In addition to this the Metropolitan Divisions Patrol Operations and Procedures have been updated once again, it's critical that all Officer read through it as they will be a handy guidelines to your work.

I noticed that there are too less officers making a patrol report.
Please, start doing this as we, the SAPD command, do like to see the activity of our officers.
By doing this, we know how active you are, what you did, what happened and so on.

Also, I do like to see that officers will partner up more to a maximum of 2 officers per police vehicle.
It does not mean if you are a Senior Officer or a Officer..
We are all equal and we can teach something from each other.

Celso Williams, and I'm here by informing all the San Andreas Police Department Officers that from this point on, when you go to the station to start your shift(( By simply going to the station and going on duty)), along with the standard gear you will also receive a full 1080p BodyCam with a built microphone, the camera is also included with a night vision system!
Upon receiving your gear this camera will be handed to you in working condition, this means that the camera will be given to you already ON, and you will not be able to turn it off or on again for safety reasons, there for it's very user friendly, once your shift has ended you just place your gear ((by simply going off duty)) in it's respective place and our maintenance personnel will secure the daily footage and have the camera ready for work in the morning after!

I. INFORMATION:

TeamSpeak is a proprietary voice-over-Internet Protocol (VoIP) software that allows computer users to communicate using a microphone. As a law enforcement officer, it is extremely recommended to regularly use TeamSpeak, considering how easy it is to communicate through it. However, it is not an alternative to the in-game police radio (/r), as the balance between these two must be constant. Voice communication plays a very vital role during patrols, as well as situations requiring immediate assistance from other units.

In order to download TeamSpeak 3, head to the Downloads (http://www.teamspeak.com/?page=downloads) page, and pick the one that fits your Operating System. The setup process is pretty straightforward. In case you face any difficulty during the installation, refer to the Support (http://support.teamspeakusa.com/index.php?/Knowledgebase/List/Index/10/english) section.

As of 26/06/2015, the official Argonath RPG TeamSpeak server is at ts.argorpg.com, with "gondor" as the password.

II. CHANNELS:

The two commonly used TeamSpeak channels for a San Andreas Police Department employee are the Patrol and the Situation channels.

Patrol channels: Regular service channels, to be used throughout the majority of the shift, unless a situation occurs.

Situation channels: Special channels, to be used whenever a situation requiring assistance occurs. A situation can be an ongoing pursuit, an officer in danger, a live shoot-out etcetera.

III. HOTKEYS:

The purpose of hotkeys is to switch from a channel to another, by pressing a single keyboard button. This comes in handy when you'd like to assist in a situation, and it might take some time to move to the intended situation channel. Vice-versa, as well: once a situation is cleared, and you'd like to return to your previous patrol channel. The manual below explains how to properly set up a hotkeys and whisper lists.

First let's set up a whisper list!
This is so when you are reporting a situation, every channel, including SWAT's AirDiv's and Coast Guard's, can hear you loud and clear!


  • Go to Options and click of the Whisper tab, that should be located on the left! Picture Here (http://i.imgur.com/sULk2Op.png)
  • Next press onto ''Whisper Lists'' and set up a Hotkey! Picture here (http://i.imgur.com/acGc2Lv.png)
  • Now it's time to set up your Whisper Lists, On the right hand side, select the TeamSpeak Server then ''Channels''. Picture here (http://i.imgur.com/spxxbOX.png)

Now that your whisper list is set up, we will start setting up the hotkeys, so you can move to situation channels!

  • Go to Options, then click on the Hot Key's tab.
  • Now click the ''Add'' button on the bottom! Something like this (http://i.imgur.com/D4jQN2v.png) should appear.
  • Click on ''Show Advanced Options'' - now click on ''Switch to channel''  ''last visited channel'' assign an hotkey on the top and press OK! Picture Here (http://i.imgur.com/q71DR8o.png), This will be your key to return to the previous channel after entering a Situation Channel!
  • Now let's set up the hotkey to go to the situation channels! - Same thing, go to Show advanced Options, Switch to channel, But now click on ''Switch to Channel'' go down and find the situation channels, click on them and choose  ''On Current Server'', Set up an hotkey and press OK. - Picture here (http://i.imgur.com/QJjv7Pe.png)
  • Now do the same to the the other two Channels and you are set up! In the end should look like this (http://i.imgur.com/3NLwzZy.png)! ( note this is my HotKeys you can chose other keys)

IV. TERMS OF USE:

1) Communication should be civilized, professional and as clear as possible, talking shouldn't be done when someone else is already speaking.

2) Each situation channel is strictly for one situation only. In other words, it is not allowed to have two ongoing situations in one situation channel for example.   

3) Updates for a specific situation should be as frequent as possible, and done only by the initiating/lead unit. In case of a pursuit, the lead unit is the one in charge of updating (through the in-game radio also). If an air unit is partaking in the situation, it is always the one to update.

4) If a situation occurs, the initiating unit must mention which situation channel to move to. This is to avoid confusion.

5) Once a situation is cleared, it must be confirmed by the initiating unit. Afterwards, every unit involved returns to their respective patrol channel.

Note: It is possible to use the Combined Operations channel, if other law enforcement agencies are assisting in a certain situation.

SAPD Upper Command have decided on a new Official SAPD CB, the channel number 1119 and it is to be used for all the same communications the previous channel was used for. Any other CB channel claimed to be official is not supported by SAPD Command

The Detective Bureau will be moving on its own to allow more dedication to its respective tasks, and as a result, the detective ranks will be shifted away from the official ranks of the department. In fact, police officers with detective capability will retain their standard ranks within the member list, and will still however be required to perform the basic tasks of a police department official. But again, this move will allow them to invest more effort in their detective work.

In addition to that, we would like to announce two new radio codes:

10-47: Felony stop in progress.
10-55: Traffic stop in progress.

WEEKLY PAYROLL



      Greetings,

      We, the San Andreas Police Department Command are happy to announce that starting from today, there will be weekly wages given to our members, starting from Officer, up to the Chief. This payroll system is based on the officers' activity on the field, effort put into their duties, paperwork and their involvement within their divisions. The wages will be determined for each person by following the system given below. Every Officer and Senior Officer of the San Andreas Police Department has to report on the weekly activity checks that will be done. Command members will have to report on a different section which only Command members can see. Based on the activity of the member during the week, summed up with the bonuses that are earned, we will have a total amount which will be the Officer's wage for the week.

      *Do note, if you report on the activity check that you have High Activity but the drastic part of Command determines that your activity has been medium or low, you will not be paid for high activity. Every member of the Department will be evaluated.

All SAPD Officers and above have been given additional equipment when going on duty. Please review this and make sure you take the following equipment when going on duty.

A class IV Heavy Resistance body armour.
A Remington Model 870 Express HD Pump Action Shotgun with 70 slugs/ bird shot.

Any misuse of this equipment will get you removed from the department.
((You'll also be given a server ban, so do not misuse this!))

To: Personnel of the San Andreas Police Department
Ref: The recent threats from the Flint County area, re-establishment of the FLA



  In the past couple of weeks, the State of San Andreas has seen the return of one of the most dangerous groups and the most cruel groups. The Flint Liberation Army, known as FLA in abbreviation has recently been showing an activity and a threat towards the citizens of the state of San Andreas in general, and towards the Police Department and it's personnel in specific. I've seen them myself roaming around the boundaries of Flint County with fully occupied vehicles, with their dark green color and they've followed me all the way and tried to stop me until I passed the tolls out of the Flint County area. Unfortunately their threat is raising on a daily basis, and we can't keep loosing any more officers by such group of people, who're declared terrorists by the United States of Argonath.

   In the mean time, the Upper Command of the law enforcement agencies of the San Andreas state, the San Andreas Police Department and the Federal Bureau of Investigation are doing their best to evaluate the changes of the threat around the state of San Andreas, and to have a word in regards to this threat. While we still didn't manage and decide on what is required to stop this threat, yet; We advise each and every personnel of the San Andreas Police Department, to take caution when entering the Flint County area, and to be aware of the threat it presents. You are required to keep in mind that, by entering the Flint County area, you're endangering your life and are entering a hostile territory and must keep an eye of all your surroundings, and either retreat or find an easier way out if you're deep in, and to be partnered at all times, and to also call for backup if you feel anything is going wrong. Never act on your own, radio-in anything that happens to you during your field activity..

   This message does not mean the law enforcement agencies personnel aren't to enter the Flint County region, and rather is a notice for the units to be more cautious when they enter that region, to minimize any direct contact with the declared terrorist group, and to stop the loss of our side.

To: Personnel of the San Andreas Police Department
Ref: Regarding criminal activity and off-duty restrictions



  After a discussion between San Andreas Police Department Command Staff, we have decided to come to a fair conclusion that provides a comfortable environment for our personnel, and to ensure the satisfaction of all the sides. The SAPD Command team has came to the following conclusion:
1. General clarification:
- Minor crimes: Anything that does not involve the following: Brandishing a firearm, using a firearm, using a melee weapon, injuring someone, killing someone, usage of firearms. Is not part of "major crimes".
- Major crimes: Anything that involves: armed abduction, kidnapping, murder, robbery, bulgar, governmental vandalism, thievery, hijacking, threatening to kill, participating in terrorism acts.

2. Non-Command Officers (Officer, Senior Officer. not Cadet!):
- May conduct minor crimes as long as he is not injuring and/or killing others. Refer to point below.
- May conduct major crimes on a non-frequent basis (not daily, not weekly, not often monthly. Rather once a month or rarely.. doing major crimes often is not allowed).
- What is meant by "doing major crimes on a non-frequent basis"?
    For example, you can kidnap or rob someone with your friends just for fun and game enjoyment purpose once a month or twice, and not more. This twice a month should not be in the same week.
- Must maintain his duty as a police officer. Failure to do so will result to a disciplinary action up to a discharge for the inability to fulfill the duties required from him.
- Must finish his assignments given to him.

- If the officer chooses to do crimes, he will be unable to join the following divisions: Special Weapons and Tactics; Detective Division; Specialized Tactical Air Response; Internal Affairs Division; SAPD Administrative Services Bureau. The rest of divisions are accessible to them.
- The officer cannot become an SAPD Command member, unless he drops his criminal background. The member if he wishes to apply for a command position, will have a limited chance due to his criminal past even though he's dropped it afterwards.


3. Command Officers (Sergeant+):
- May not conduct any type of crimes, whether it is major or minor.

The above is no longer in affect, SAPD members MAY NOT commit any crimes.
