OFFICIAL CONCLUSION OF REPORT AGAINST VCPD OFFICER MAX CALLAHAN (=TRC=Maddy)
Based on the evidence provided by the reporting party, and the statement of defence issued by the reported officer, I have come up with a conclusion.
1. Validity of the Evidence
It has been established that this report should not be treated as a roleplay one, therefore, the evidence is valid.
2. Officer Max Callahan (=TRC=Maddy) has broken the Specialised Equipment Usage Procedures by misusing seasparrow and has therefore been cop-banned.
I find it critical to aknowledge that it has been established that the reason for Officer Callahan to be temporarily discharged from duty and then comitting an act of crime in the first place has been misuse of Specialised Equipment Usage Protocol. Officer Max Callahan has not warned an airborne suspect before opening fire with a SeaSparrow combat helicopter. This is to be considered when issuing a final statement.

Can only be used against suspects evading in aircraft and against boats in order to disable their vehicle, never on those on-foot (smugglers). You must warn the suspect at least twice before opening fire. You should provide the suspect with brief chances to land and surrender.
3. Officer Max Callahan comitted a crime by smuggling a vehicle.
Officer Max Callahan commited a crime by smuggling a vehicle, and has therefore discomplied with the Section 2.1 of the Vice City Police Department's Procedures and Regulations,

2.1. VCPD Officers are prohibited from comitting any major crimes. These include, but are not limited to: smuggling, murder, robbery, kidnapping, terrorism.
As for the Officer's defence on the matter, the VCPD Procedures and Regulations are quite clear about it. On or off duty, comitting major crimes is prohibited for a member of VCPD. The VCPD has also on more than once occasion made it known that we do not tolerate role hopping and do not accept it as an excuse to comit crimes. Officers have previously been called out for comitting crimes on secondary accounts, therefore, it only makes sense that comitting crimes on your primary account is moreover disallowed. Officer's defence is dismissed.
ACTIONS TAKEN:
• VCPD Officer Max Callahan is to be issued an official warning for miscomplying with VCPD Procedures.
• An additional internal measure to be taken.
• An additional internal measure to be taken for misuse of SeaSparrow.
