San Andreas Police Department
The first and last; To serve and protect






The San Andreas Police Department, the first department in the United States of Argonath, to serve and protect the citizens of San Andreas state; has been holding it's glory since it's creation with it's different members which have contributed  with the least they could in order to make a good image for the department. The San Andreas Police Department has gone through a lot of changes ever since it's first creation under it's first Chief of Police. The department had gone through difficulties as well as great times in which it's shown how a department should stand out in the field out of all the departments of the United States of Argonath.

Within the previous couple of years, the San Andreas Police Department had been unfortunately going for a downfall which wasn't expected by it's leaders yet known to be correct; despite having such difficulties, the department had been standing out in the field with the least performance by it's officers who have shown loyalty and kept their contribution to maximum. The department has lost valuable members within the previous year, however stood up on both it's feets and kept giving what is required, even though it hasn't been what it's veterans held for a couple of years.

The previous Chief of Police, Trane Kiedis, who's served in the department with honor, has shown the meaning of true loyalty to the San Andreas Police Department although his special circumstances which have disallowed him from being there when others expected more; he's still shown he's capable of holding such a job by motivating the member under his supervision. Chief Kiedis has served with honor and the San Andreas Police Department will never forget the contribution of it's members.

With the appointment of a new Chief of Police and a leader of the San Andreas Police Department; I, Gregory Parker as the current Chief of Police and the leader of a key faction in the San Andreas state law enforcement; Will do my best to hold what the veterans of the department have worked hard for for years in their career within the San Andreas Police Department, and with the assistance of the great Command Staff and the non-command officers. With such members in the department that many members in the past have looked for and searched for, yet didn't find; The San Andreas Police Department shall see a brighter path ahead and shall again rise and show the dominance of the law and protect the citizens within the boundaries of the state.

The San Andreas Police Department will be undergoing several changes within the two thousand and eighteen (2018) year, which shall be a point and a year of rising for the department. These changes have been thought to be the best for the department in order to keep balance between the different rank holders and to keep the trust from the government and the citizens and the fellow agencies to it's best. These changes will involve the new division, Traffic Enforcement Division, to be a point of connection between the Public Affairs Division and the citizens of the San Andreas state, as well as the legal organizations in the same domain, such as driving schools.




The San Andreas Police Department command staff has been considering in the past couple of months, the return of which seems to be the key point of communication between the department and the citizens of the San Andreas state and the United States of Argonath as a whole. The Public Affairs Division will be responsible for the following duties:
  • Public Monthly Newsletters which contains the information about the month, published by the Chief of Police and the Public Affairs Division leader.
  • Press releases, to be released by the members of the Public Affairs Division which contain information and/or stories about certain scenarios, such as a robbery, kidnapping situation, stories of the members of the San Andreas Police Department, motivational days, official ceremonies, speeches by the official members..etcetera.
  • Organization of motivational days and sensational days.
  • Response to questions by the public.


The Public Affairs Division will accept members from the San Andreas Police Department which are experienced in communication with the public and which are willing to support the department by showing it's great picture to the public.





The San Andreas Police Department will see the return of it's previous rank within the Non-Command officers bracket; The Supervisory Officer rank. The Supervisory Officer rank will have benefits for the members holding it as well as requirements in order to be considered to hold the rank, after proving yourself being a veteran non-command officer who's able to guide his fellow officers. The Supervisory Officer rank holders will mainly serve as experienced members within the San Andreas Police Department when the Command Staff is not available in game, and are responsible for decisions they take for the officers ranking below them. In order to be considered for a promotion for this rank, you must fulfill all the following requirements:
  • Must be a member of at least one division.
  • Must be active.
  • Must have an active desk.
  • Must have no internal punishments within the previous two months of promotion.
  • Must be experienced and capable of leading in difficult and stressful scenarios.
  • Must be able to take decisions which determine life and death.
  • Must be able to control his attitude in the field, towards lower ranking officers and command staff.
  • Must be willing to help the officers below him in ranking, teaching them whenever able to.


The Supervisory Officer rank holders will also be benefiting from the rank they hold as they've proven they deserve the rank. The benefits from holding a Supervisory Officer rank can be listed below:
  • Higher chance in acceptance in the Sergeant in Training program than a normal Senior Officer.
  • Plays the role of a supervisor when a command staff member is not available ((offline)).
  • Considered as priority when having joint and classified information and operations within the San Andreas Police Department and the San Andreas law enforcement in general.
  • High chance in acceptance in any division within the San Andreas Police Department.
  • May lead a division.





The San Andreas Police Department will be seeing something unusual which haven't existed in the past, which is consideration of promotions and awards monthly, which will give the members of the San Andreas Police Department the motivation to work harder throughout months and to work harder in order to achieve what members of the department in the past have worked hard to achieve in years and some struggled and yet failed at last.

The San Andreas Police Department command staff will be considering each beginning of a month, a list of promotions and awards for those whom deserve a promotion and have shown their great presence and contribution in the field. The maximum rank to be considered for a promotion within the monthly promotions is the rank of: Supervisory Officer.
The promotions and awards of each month will be released within the public newsletters.

For the purpose of this motivational movement, the San Andreas Police Department will have an additional collection of medals which will be added to the current medal list of the department.





With the evolution of the state and the changes within the city, the San Andreas Police Department command staff has decided to change the look of it's cruisers without affecting it's performance, to a color which looks peaceful and more motivational for the officers while using the cruisers available by the San Andreas Police Department.

The new look and colors have been decided with criteria of having a color which is enjoyable by both the officers using the cruisers, and the citizens seeing the vehicles passing by.  The following document contains some pictures taken by a hand camera showing the new look of some state and county police vehicles.

With the return of the Public Affairs Division, for which one of the tasks will be the statistics of crime within their releases and the newsletters, the San Andreas Police Department will be taking measurements for the registration of the events which is required for precise statistics. As of such, the Officers of the department are required to log in the activity of crime within the boundaries of the San Andreas state in the appropriate documents and boards which are available for them.

Logging of evidence obtained in the field and handing it to the appropriate hand in order to be stored in the appropriate place will also be one of the requirements for a daily patrol officer. If an officer fails to hand an evidence he's captured during his duty, he may be subject to an internal investigation with proper consequences. More information regarding the registration of such records and logs will be explained in the appropriate boards.





The San Andreas State has seen in the past couple of months a rise in the criminal activity and mainly in the Flint County area. The threat of the Flint Liberation Army has became a serious problem for the San Andreas Police Department and the citizens of the state, being life threatening and continuously causing disturbance for traffic flow by the city. The armed men of the Flint Liberation Army have been causing serious issues to the officers of the San Andreas Police Department and have so far caused the loss of lives of different officers which are considered as valuable within the department, and have also resulted in the waste of many resources and as of such, the San Andreas Police Department will be taking extreme caution when dealing with the armed declared terrorists, to prevent loss of more lives and blood.

The department command staff will be monitoring the activity of the rebel group along side the Federal Bureau of Investigations in order to obtain the maximum of information available to defeat the terrorists and to prevent more damage and life threat to the citizens and the law enforcers. The command staff will ensure that no officer goes beyond his responsibilities and authority rushing his life and putting it in danger alongside the rest of his fellow officers, causing in a massive death ((Playing RAMBO). As the terrorist group has been gaining members within the previous couple of months, the San Andreas Police Department is getting outnumbered in many cases and as of such, the officers of the department are required to act with extreme caution and keep in mind that a response is only eligible if the results are known to be in the side of the department, unless the situation involves the abduction of a citizen or another officer, in which negotiations take priority and the main goal is to save the life of the person in danger.

As of such, the command staff require the officers within the department to act within extreme caution at all times, and keep in attention in case any signs of a possible attack on themselves appear, in which they should do their best to move out of the region without having themselves in a direct contact with the rebel group. If an officer happens to face a vehicle or more of the said terrorist group, they are to evacuate from the area as soon as possible unless orders from a Sergeant and higher state otherwise.

In case of fake heroism done by a member of the department which results in a blood bath and the loss of lives of innocent, the said member will be facing consequences of his actions and will be serving the appropriate punishment which could result up to a discharge in case of continuous ignorance of the orders issued.





Since the recent declaration of the heavy weaponry usage by the Argonath RPG Police Department Commissioners, there has been many officers who have been ignoring the newly listed regulation and many have faced punishment for their action.

The command staff would like to remind the officers within the department to pay extreme attention to this regulations and any breach of it will result in punishment despite the rank they hold. A law enforcer's role is to stop the criminal, and weaponry is only used in case of resistance from the subjects they are facing. This aggression can be classified in different classes which each differ from the other in it's response by the officer handling such situations. The list below summarizes the usage of force:
  • A suspect is being verbally aggressive - The officer may rise his voice above the subject's in order to maintain control over the situation, and no force may be used unless the subject continues to resist the orders given by the law enforcer, which will result in the usage of non lethal force (hands) in order to detain the subject.
  • A suspect is being harmful to who is nearby, using his fists - The officer may use his arms and non lethal police baton (nitestick) in order to force the subject to stop from his actions and detain him. The officer is not to aim to severely injure the subject to death. In case the subject continues to resist, the officer may deploy his taser in order to disable the subject's movement.
  • A subject is harmful with a melee weapon (stick, bat..) - The officer may use his baton (nitestick) in order to disable the subject. The officer may use his non-lethal police baton in order to completely disable the subject, in case he continues to resist. If the subject is refusing to drop his melee weapon, the officer may deploy his taser and disable the suspect after at least two warnings issued.
  • A subject is life-threatening with a knife, or a firearm - The officer may use his firearm in order to take down the subject after enough warnings to drop the knife or the firearm have been issued. At least three warnings are required before opening fire.

Note: When an officer uses his firearms, he uses it to neutralize and not to disable the suspect.

Usage of heavy weaponry

Usage of heavy weaponry (listed in this topic) is permitted if only if the subjects you are facing are using the same type of weaponry against you (i.e: If the subject is using an M4 against you, you may return fire with an M4). Please note that carrying an M4 on duty is not a breach of the regulation, however it's usage (including it's brandishing without a proper reason) is considered as a direct breach.

If a command member (Lieutenant+) grants the usage of the heavy weaponry, you may use it without questioning.

Opening fire on a fleeing vehicle

If a subject you're following has decided to flee in a vehicle (i.e: Evasion after traffic stop; Subject got in a car after foot pursuit), you are not permitted to shoot the tires of his vehicle unless the vehicle is considered as a high speed vehicle (You aim for the tires, not the car!). If the subject is fleeing in a vehicle not faster than a normal cruiser, you may not open fire on it otherwise you'd be breaching the force matrix.

If a subject has gotten in a vehicle and is evading, you are to follow him in a line of pursuit following the pursuit regulations. If a chance grants, you may used the PIT maneuver to disable the subject's vehicle.





One of the keys for the best organization of a scenario is the proper communication between the officers participating in the scenario. A pursuit can be well organized if there is proper communication between the officers participating in the pursuit, and thus a better result catching the fleeing subject and having a well organized pursuit, limiting mistakes.

The San Andreas Police Department command staff encourages the members of the department to use official communication channels Teamspeak as it is currently considered to be the official channel for the department. We encourage our members to use the channel often and in future, it'll be considered for the better organization of the scenarios the officers go through.

You're not required to speak. If you're shy, you don't have a microphone, you may just go ahead and listen and click on microphone disable button. You are never required to speak, but it's good if you can communicate, and listening continuously then practicing will help you familiarize yourself with the language in which, at a point, it'll become easier than your native language.





Within the San Andreas Police Department, there's a rank bracket which is responsible for the leadership of the department and taking decisions; Consisting of Sergeant and above. The command staff however would like to inform the officers of the department that they do not choose to lead alone, to what they feel is good; But rather to lead the department together with all it's ranking brackets, for what is seen to be the best for the whole department. The command staff would like to encourage the officers of the department to approach with their suggestions and ideas they think would help improve the department, and the command staff will be reviewing the suggestions given by it's members, and will evaluate it and pick what is felt to be the best for the department.

The San Andreas Police Department shall, again, raise and evolve to a new era where leadership will be by every single member within the department; Where every member has the right and the authority and the power to share his opinion, and his criticism for something they feel isn't going wrong as long as they be constructive and not target anyone with the criticism they give, and not harm anyone within the department.

If an officer within the department has a suggestion, he is free to forward it in the suggestions topic (recommended), or to a command member who'll evaluate the suggestion and/or the criticism and forward it to the rest of the command.

Different opinions from different members will make it brighter from different sides.





With the Fire Department recruiting new members and having an active leadership, the San Andreas Police Department will be receiving a hand in medical assistance as well as rescues during their daily operations. The command staff would like to encourage all the officers within the department to request the fire department's presence whenever a medical intervention is required, and the fire department will be there for assistance.

((We encourage the officers within the department to roleplay injuries and try to provide the roleplay quality that many players have been asking for for many years yet haven't been achieved. If you happen to get shot, you can roleplay being shot and not just walk back to the station while having low health; and then just use a health regeneration item.))

The San Andreas Police Department and the Fire Department will be organizing basic life support trainings for the officers within the department to make sure they know how to operate in situations which require medical attention, and determine life from death. The officers will be undergoing scheduled trainings by the command staff and the academy of the department, and with the assistance of the fire department, the officers should have the basic knowledge of how to treat a wounded individual in case they face during their daily situations.





The San Andreas Police Department has the honor to have members it currently has, and the veterans it hand in past which have helped in the stand of the department against the struggles it has gone through. I would like to personally thank everyone within the department, starting from sincere freecops to the command staff and previous members who are still doing their best to help the department and it's current members find the correct path for the best of the department.

The department and it's command staff will be doing the best in order to reach the goal of stabilization of the department and having a department which every veteran has dreamt of.

Everyone has different opinions, basically why it was removed was due to the low ammount of active officers within the department, so having all the ranks empty wouldn't solve anything thats why it was removed.

Now that the SAPD has raised it's activity and has members with stable activities the rank can be used properly again without having any spots blank.
