Why do you want to join San Andreas Police Department?: To rid the Argonath Server of Crimimnal people, law breakers.
Describe yourself in few sentences: I am a 1337 shooter. I know how to do basic police procedures. I am on most of my free time. I follow orders. I am not here for money. I am here for an occupation. I was here back in .2.1 and was a good cop then. And i want to continuhe that on 2.2

You should get perhaps a month of experience with the job to make sure it's what you want to do and to gain more experience with how everything works. I suggest you wait 2 more weeks and watch ARPD Officers (The Officers with dark blue names) and then update your application with the necessary information. Don't worry about getting your license (It helps but isn't required) until you have been accepted and ready to be promoted from Cadet to Officer.

I advise spending more time learning the rules and laws of the server and region.
As someone who has not been on for that long you need more time to get an idea how ARPD operates (we the guys in dark blue!).
Learn the regulations and carry out cop work to the best of your ability in the meantime. This will give you the experience to make it into ARPD and will also give you a chance to really see if its what you want.
