Yeah, he gets pulled over every 10 seconds when he's driving around in his black van alone.
The next time you see him, pull him over and give him a strip search as I've heard rumors he has many wonderful things stuck up his ass. Be sure to abuse his human rights as much as possible.

I don't mind though because I reckon it was an RP Character. I have never pulled someone over without valid reason.
