You know that mysterious FBI Truck that was never released, but accessible in the game? I may have found out what it is based off from.

nope that aint it,GTA Sa was released in 2004 means it was completed somewhat in 2003 this van became public after 2005

Public. If you read it's history, it was used in military application prior to that.
