You need to apply for SAPD first.
To get undercover rights, you need to be at least SAPD Officer and then prove yourself, that you are good for these rights.

ARPD Officers can't have UC rights.

To apply for SAPD, check the sticky topics in this area and make sure you meet the requirments.
