Personally, I don't think you're mature or experienced enough to be a productive member of the VCPD based on your post. Then again, I haven't seen you in-game.

Just a note - the more details you provide, the more in depth you are with your application, the more we can usually pick up about you immediately.

At this point in time we feel that you may not be ready to join the VCPD.
We have noticed a lack of interest on your behalf; I don't think you have checked your application (or visited the ARPD forums) since creating this topic, and therefore I have had to decline your application to join the Vice City Police Department.
