How do you know that he was ordering weed, not handling a situation or killed a suspect before you arrived ? Standing at weed spot doesnt prove anything. If you have evidence that there was a plant and he took it, then please post it.

You have 24 hours to reply to the questions and post valid evidence of officer growing weed, not just pictures of him standing there or this report will be closed.
