Title: [MA]Nim - Abusing police weapons and command

Directed to: SAPD authority.
SAPD Officer Policy violators: [MA]Nim

1. [MA]Nim - This all occured on Friday the 9th of November, 2012 @ around 22:00 server time.
I was a civilian at the time of abuse.

Ok so I'm driving to the PnS in Idlewood and I turn the block to wait in line for the PnS, while I'm waiting [MA]Nim and =AV=Megamidget96 pull up in their police vehicle and rammed me really hard.
After being rammed it was my turn to enter the PnS, so I did.
However, when I tried to backout [MA]Nim partially blocked the PnS, so I accidently rammed him, so I respray again.
He tries to ram into the PnS to get a spray, however with my car being too big he couldn't.
So with him ramming and blocking the entrance I was forced to respray over and over as I wanted my car to be 100% carhp.
And after a minute of ramming he starts using the megaphone saying "SAPD! Emergency situation! Move!"
He keeps blocking the entrance and I couldnt get out without him breaking my car.
30 seconds later he says "**AIRHORN** SAPD! Emergency situation! Move! **AIRHORN**"
25 seconds later he suspects me and starts shooting right away without saying anything in the form of 'surrender or be shot'.
I ran away on foot just to not get killed and [MA]Nim just left me.
So first he suspects me but then doens't go after the suspect.

Well I was there I saw what happend nim was at pns repray u came and blocked his enterne and he told to move but u kept trying to get in then when he supsted u left the car and u idle then when nim was trying to move the car is was lock you entered once again and and came out and still locked then nim pushed it out and u start to run and I caught you and cuffed you

My statement has been handed to the investigating officer.

One part of your report isnt true, you were not abandoned you were left with either Sgt Perry or Aly ( Not 100% which one came) and another officer, we continued onto the emergency situ and left you with them, At no point were you just left

A short time before the suspection occurred myself and Sergeant Def Perry pulled out patrol car into the nearby Pizza Shack, as i was in need of health. After i had returned from the store we sat in the parking lot speaking to each other about something. At this point i saw Officers Nim and Megamidget inside the pay and spray with their police car, being blocked in by Jack Bauer. Several Warnings over /s and /m were issued to Jack before any suspection was made, as you can see from his own evidence:

Official Statement From: Desk of SAPD/LVPD Officer Nim Henderson. To: The desk of Internal Affairs ('Report to Leaders'). San Andreas Police Department

Greetings Mr/Mrs Bauer and SAPD Command Staff.
I would like now to post my statement over the report. This statement is official and I can confirm that everything I say could be used against me and its a true and valid information.
First of all, I would like to post a general information about the scene of the happening. However, I do not have any evidences. The only evidence I got is Mr. Bauer's chat log which provided in this topic. I can confirm that the chatlog is not edited and everything that said there is true.

General scene information:
Location: Idlewood Pay N' Spray, Idlewood Pizza Stack.
Police Officers involved/saw: Both SAPD Sergeants Omar Aly (Not sure) and Def Perry, SAPD Senior Officer Joel 'Megamidget' Terharne, SAPD Senior Officer Jonathan Scott (Not sure).
Citizens amount: 3-4 citizens were nearby the scene.

Statement:

Lets go through the basic, Mr. Bauer. I assume you have issued and valid drivers license, am I right?
In case I do, in driving school, the driving teacher/examiner says that you have to clear the way when emergency vehicle with a visible Code 3. Code 3, if you do not know says 'Sirens and Lights' means that the emergency vehicle drives with Sirens and Lights and the road has to be cleared so the emergency vehicle could pass easily without any accidents and issues. Unfortunately Mr. Bauer, you didn't comply with the situation, even after more than a few megaphone shouts you didn't comply and decided to keep blocking our way and perform vehicular assault towards to our vehicle. As a right move, when you interfere police activity you will be suspected immediately. Many people think that we're suspecting because we are 'Money Hungry'. This case shows that it isn't. Right after we resprayed our vehicle and even got more assaults towards to our vehicle and could get out of the Pay N' Spray facility after you blocked the cruiser, we just went away from there and why? Because it was emergency situation! As we mentioned before you suspected and before everything began.
To summarize it. We gave you, Mr. Bauer, a few options.
First, let us respray and get out of your face.
Second, keep ramming us and blocking our way. As result for that, a suspecting you.
Third, go to another Pay N' Spray and forget everything that happened.
Unfortunately, you chose the second option. You kept ramming us after finishing spraying, you blocked our way out of the facility and provoking by that we tried to move your vehicle away but you got in and blocked even more our way out.

Don't talk about driving school mister, you're the one who drives on the opposite side of the road, rams me and what not.

I was in the PnS first, and after a minute you said that it was an emegency situation.
Why not mention it right away, instead you rather ram people and shoot them when you don't get your way.

I was left by you, the suspecting officer.

I was waiting in the line at the Idlewood PnP, behind Jack Bauer, to repair my car before joining my FBI colleagues in a situation near our HQ in Temple, when officer Nim arrived and rammed right into my and Mr. Bauer's car in full speed with sirens on damaging both cars. Mr. Bauer then re-entered the PnP again to respray again as his car was damaged, in the meantime I was still waiting, making a casual comment of disagreement with shown attitude of the investigated officer as shown in the logs.

During this second time, I do not know why, the police car went into the PnP ramming the Mr.Bauer's car to the inner wall, then reversing, naturally, as two cars cannot fit in there. Mr. Bauer resprayed again, moving out, to be hit by the car again, rushing in the PnP after him. I also have to say that probably from anger, Mr. Bauer hit the car from behind in the same manner as it was done few seconds before by Senior Officer Nim, which can be taken into consideration as a provocation and violation of law, making the suspection valid, I cannot disagree with that.

However, during the whole time I had my badge on and was in an official FBI Washington and I believe, that even with C3 signaling, you cannot simply ram into a civilian car, demanding passage AFTER ramming in with no slowing down in the process, ignoring already waiting law enforcement member (me in this process) and cutting the line in this manner, causing total ruckus around. Also, I find it very interesting, that officer found the time to respray while being in a functional car during the emergency situation he mentioned, which details I do not know about so will not comment. Actual waiting would make him go on to his situation way faster than during this incident, at least as I see it.

To sum it up, I believe that the manner in which Senior Officer Nim arrived was highly unprofessional and dangerous to the public, slowed down the whole process and caused a normally avoidable chain of events resulting in the act of Mr. Bauer which caused his suspection. I do not know what happened after that, as I decided to move out to the situation mentioned in the beginning of my testimony.

My rank is somehow not set on these forums, which I will sort out later with my leaders. As implied in my testimony, I am an FBI Agent.

San Andreas Police Department have came to a conclusion regarding the report  aganist officer(s) [MA]Nim

I, Captain Adams have came to an conclusion after taking each side's testimonies into account. According to the time what can I see from chatlogs, I can confirm that I was ingame also, but not scene. That unit was commanded by me but I did not hear anything about any situation in Pay 'n Spray at that time. That unit was told to respond to incident where officers were in danger and according to Senior Officer Treharne, they decided to fix the vehicle before they joined the pursuit.
 Dear citizen Bauer, you were told to clear the way many times via megaphone, also as both officers claim they had sirens on, that means you should clear the route as they were in emergency. I would also like to remind you:

Anyone who refuses too cooperate with a law enforcement personnal who has legal motives to act can be charged with obstruction to justice.

As mentioned above, they were ordered to respond to incident, which can be also known as a task.
