Detailed description of the incident:
A code 10 was reported on the radio, at the Market AmmuNation. I didn't respond yet, as I was awaiting confirmation. Shortly after the first call, a second unit called it in. I responded with code 3, arriving in under one minute. I believe I was the third cruiser to arrive on scene, but all cruisers were parked up on the roadside. I quickly summoned my colleagues to form roadblocks, to ensure the safety of bystanders. As quickly as I mentioned roadblocks, they were set up perfectly and more units started to arrive. The roadblocks were attended, and no further actions were taken until the FBI arrived.
As it wasn't exactly sure who planted the bomb, or where exactly it was, we took our time to gather intel. As we were doing so, several unit resumed their patrol or went after suspects. This wasn't exactly a bad thing because the entire Market strip infront of the AmmuNation was, at that time, scattered with police cars and units walking around. The response to the initial code 10 was tremendous. An SFPD unit even responded all the way to Market.
Because there were no claims for the bomb, or bombs, by any criminal group or individual, we ensured to be very careful in our approach. This was shattered to bits when suddenly, two bystanders grabbed patches of C4 from under their shirts and ran towards the FBI truck; parked closest to the AmmuNation entrance. They threw the patches onto the road -- sending any nearby units running for their lives -- and ran off again. They were summoned to halt but to no avail. Shots were fired and both suspects stopped in their tracks. One of them, the one I was after, collapsed to the earth, bleeding heavily from his leg. Supervisory Special Agent Jones covered me while I approached the man. I jumped onto him, so he couldn't move, then cuffed and quickly searched him. I called an ambulance but there was no reponse. But even if an ambulance had been dispatched, the ambulance wouldn't have made it in time. A minute after my call on the radio, we lost the man's pulse and any attempts to perform CPR were in vain. The coroner later confirmed a major artery was hit and he bled to death. It is uncertain which unit fired the fatal shot. All units were cleared from charges of excessive use of force.

Since this suspect wasn't going anywhere anymore, we quickly moved to the other suspect, about 50 metres away. He had already been cuffed and was being put in the back of the cruiser just as we stepped near. This suspect was not injured at all, although -- obviously -- faking to be in a coma. At this point, the FBI returned to their HQ. Officer Cipone took the suspect to LSPD, but he refused to speak up. He was put in a cell, awaiting his trial. A judge sentenced him to 18 years in jail without parole.

The two patches of C4, however, were still lying in the Market streets. Luckily, ARPD officer Luke Stevenson was near. He had some experience with the EOD, and volunteered to deactivate the devices. He managed to do so safely and quickly. The devices were later control-detonated off the shore of Verona Beach, Los Santos.

Additional notes:
Although no-one was really in charge, all units knew exactly what to do and did so perfectly. Not a single officer acted wrongly.

Detailed report:
1) Shortly after units had been released from SFAP to begin the patrol, multiple suspects were found on the MDC to be last seen in the Flint County area. Officer's began to respond to the call immediately and all were headed towards Flint County. As Officer Chwarligwgan and I were passing the San Fierro tunnel after other units had lost visual, we caught right up with them and when we turned our vehicle to attempt and block them, they rammed straight into us. We went flying towards SFAP and landed almost perfectly on the tarmac. One of the suspect's was on foot whereas the other had fallen into the water. Our main priority was to focus on the suspect who was running around in the Airport. I advised for non-lethal force only to be used and when those attempts failed, he started to run for a plane in the Hangar at SFAP. Knowing that this would be our only shot, we took fire and took the vehicle he ended up choosing (an icecream truck) down along with the suspect.
2) SFPD-Alpha was patrolling the Northern district of San Fierro and upon passing Esplande East, a vehicle flew past using the incorrect lane. His identification was run through the SAPD Crime Database and came back with nothing. After conducting a traffic stop, the man was issued a warning and let on his way.
3) After passing by Bayside, two men were spotted at the heroin spot near the trash cans and the mobile homes. The suspicious persons were reported over the radio and FBI were en-route to assist us. When we pulled up, both of the men had moved to the weed spot pretending like nothing had happened. They refused to a search and then FBI had arrived. We were informed that those two men were spotted at another heroin spot shortly before and were later taken into custody and processed at the FBI HQ.
4) This pursuit had been called in over the radio many times and became a priority call. All of our SFPD units were responding to the call and began to pursue the suspect. By the time multiple Officer's had arrived, their vehicle had exploded right off the hill at Bayside towards the docks. Officer's began to scramble towards the boats in case the suspect had obtained one, which he did. It wasn't 5 seconds later when the boat was taken down by a barrage of bullets.

The whole training was done in 3 parts, each time different students, but same program. I would like to thank all of the officers, who were interested in joining this.
All of the students have done great work, I hope you all have learned something new. Nobody died nor got injured during the whole training. I did my best to make it fun and interesting.
We occurred some interesting events aswell - a drug bust, multiple chases and trafficstops, few code 30's...Sheriff is getting old, he does not remember all.
I enjoyed the teaching part (as long as not too much typing is involved), I hope you enjoyed the studying part.
If you occur any questions in the future, do not hesitate to ask questions.
And if you hear some strange scream in the county area, it is the Sheriff doing his job!

Detailed report:
Today, I've used to organize a patrol and a checkpoint with SFPD Senior Officer AnthraX. Used to call all the available units over the Police Radio to meet at SFPD. After all the officers, that came to SFPD to participate, were lined up, a short briefing of the operation that we were going to do was done.
To the all officers was told the importance of the respect between officers and how much is important to show respect with a salute to higher ranks. A trial was done and everyone responded very good.
After this briefing, the officers were assigned to the cars and to every Patrol Car were assigned an area to patrol:After explained all the areas to patrol, I've give instructions to every passenger for the Police Radio and MDC Usage.
- SFPD-PC1 (South): SFPD Senior Officer AnthraX Rosso & ARPD Officer Dimos Travolta
- SFPD-PC2 (Center): ARPD Officer Travis & ARPD Officer Petar
- SFPD-PC3 (North): SFPD Officer Dario Cipone, ARPD Officer Dylan Heartfield & ARPD Officer Lile Heartfield.
Then we started.
SFPD-PC1 used to report over the Police Radio about a traffic stop. The citizen stopped, after some minutes, tried to evade over Flint County. A great work was done and the lethal force was used on him, due to the continuous attempt to escape.
After it, we've got informed through the MDC that a suspect was in Doherty, San Fierro. SFPD-PC3 and SFPD-PC2 responded, but the subject suspected for murder escaped from Easter Basin with a Boat. So, SFPD-PC3, used to change his vehicle and moved with a boat over the suspect. Meanwhile, to the others Patrol Cars, were suggested to patrol San Fierro meanwhile SFPD-PC3 was out. (SFPD-PC1 North and SFPD-PC2 South)
The subject gone after Martin Bridge, the railway between LV and Red County and gone in an unknown area, in the middle of the ocean.
After some minutes, the subject escaped. He got a fast boat and we were unable to stop him. So we went back to the patrol, using the Code 14 over the Police Radio.
After that, other Traffic stops were done. Basically with no problems.
When all the Patrol Cars were free and available, everyone was called to meet at SFPD to build the checkpoint.
Ever Patrol Car, headed to Easter Tunnel, to make a checkpoint to all the citizens that would pass to Flint County or to San Fierro.
Three Patrol Cars were stopped in the middle of the road, in the middle of the Tunnel. Almost all the officers used to signalize the checkpoint and used correctly their words. (/trafanim 1 & /s1)
SFPD Senior Officer AnthraX was called to use an HSP Unit and to give assistance if it was needed.
Four cars and five citizens were checked and one subject evaded the checkpoint. The support of SFPD Senior Officer AnthraX was really useful to stop that citizen. The situation was took under control.
No others incidents happened and everything was done in a correct way.
After that, all the officers were called to report on the SFPD and, after a coordinated salute, everyone was dismissed.
