Smith, i was born in Holland and i grew up in Los Santos till i got 18 years old. My uncle's name is Stephan Smith, he raised me like i was his own son. Jim Smith is Stephan's son but he is like a brother to me. I had alot of fun with him when i was young. When i was 19 i met Janice Smith. We spent alot of time in the Burger Shot arround the corner. Hanging arround with friends etc. We have seen everything in Los Santos and we wanted to get married soon, But it went the wrong way, i got addicted to drugs. I couldn't stop using that stuff. Janice was pissed off seeing me like that, so she left me. Even Stephan kicked me out of his house, he didn't want any users of drugs in his house, because he is working for the Medical Department. So i lived on the streets for 6 months, sleeping under the bridge wasn't easy for me.
I had some though times on the streets, being arrested was a part of my life. Then i had a place to stay, Warm food, And something to drink. But i thought to myself that this wasn't a good life. So i was trying to stop with the drugs, but that was really hard to do. At my 21th birthday i finally stopped with the drugs, and Janice came back to me. I am trying to have a fresh start from now on. I was still looking for a good job, Then my uncle said go study to become a lawyer. After i was graduate to a lawyer i couldn't wait to go to the other site of the jail. Protecting people is a part of my life now. Then i saw that they need new SAPD Police Officers in San Andreas.

History:
I was patroling in Los Santos, suddenly in radio some cops called backup in Los Colinas in a mansion, there was barricaded and fully armed two suspects in the mansion, half of the officer of Los Santos came to the location and we entered the mansion, and then we went to the first floor, there was a one suspect. He killed me twice, rest of the officers was fully injured, we called an ambulance, Finally 1 suspect got killed, and then we move to the 2nd floor there was the last suspect, slowly we move to the suspect, he was having the combact shotgun he was shooting, in that, two officers killed, i slowly move to the suspect and start shooting on the suspect, and then finally i killed the suspect, all was saying "good job" to me in the radio, after that there was raid near the ganton gym, 80 percent of the cops came there, FBI, SAPD, ARPD all came, we entered the house and then there was two suspect inside it too, one suspect ran outside and one of the officers killed him and other was surrendered inside the house. Thats all.

History:
I was patroling in market, i saw speeder there. I pulled over him, and i was gonna step out from my PD vehicle. And then finally the chase end at Bone county highway. He step out from his vehicle and he opened fire on me. I started shooting him, And then he surrendered and then I jailed him. After that on radio a FBI Special agent call units at LVPD for a escrot to transport prisoner. We jailed the prisoner in Central Morder Jail. That's all.

Detailed report:

At the beginning of the patrol, I've introduced myself and the SF Police Department. I've included "Night", before "Organized Patrol", to train the officers to the usage of flares. So, I explained them that those flares were used to signalize our presence on the roads, especially on the busiest one, and in emergency situations, like when an helicopter is coming to rescue you or something like that.

Also, I've used to introduce the patrol with the most important things to be learnt to become a disciplined officer, the importance of a passenger in a patrol car and the usage of the radio.
I've used to assign four patrol cars per eight units to the whole San Fierro Jurisdiction, giving them a call sign.

SFPD-PC1 -> North of San Fierro - Me and Travis
SFPD-PC2 -> Center of San Fierro - Dylan and Thomas
SFPD-PC3 -> South of San Fierro - Zenix and Tritan/Devin
SFPD-PC4 -> Backup unit - Harry and Bangoh

Firstly, SFPD-PC3, used to do a traffic stop with a group of a family at Doherty and ARPD Officer Zenix worked very well and used an appropriate attitude over them. When the situation was too "warm", the backup unit (SFPD-PC4) responded and the situation was pretty handled by both of the units with a successful result.
When all the documents were checked and a structural frisk of the vehicle was done, every unit returned to their appropriate areas.

In a second time, Deputy Chief Hank Rafferty asked, trough the radio, a backup at Blueberry for a good number of multiple suspects heavy armed.
Every unit of the Organized Patrol responded and when we arrived to the scene, the situation was already Code 4.
So, every unit, came back to San Fierro Jurisdiction.

When all the San Fierro units were in their appropriate areas, SFPD-PC2 was involved in a suspect that was trying to avoid the cell, asking an investigation after he evaded when he got the suspection.

The suspect was founded guilty and jailed at the SFPD's cells for 12 years and half (125 seconds).

After this, every unit was recalled to the San Fierro Police Department and, after a group's salute, all of them were dismissed.

Finishing Notes:

Radio channel of the SFPD (2721) was used throughout the duration of this patrol and every unit responded and communicated clearly. Every unity worked very well on the field and I really appreciate that. Well done officers!

History:
I was patroling in Ganton, a speeder in black elegy overtaked us, we turned on the siren and lights and pulled over him, we also ticketed him $250, And then we again return to the patrol, call of C30 in the radio, we turned on the siren and lights and went to the location, till we reach the C30 turned into C4/14, We return to the patrol again, we heard about a prank caller to the 911, we went to his location and suspected him and we arrested him, he asked for investigation from admins, admins investigate him. After that, there was a call of shots fired in glen park, we went thier and then tries to kill the suspects, they go in a helicopter, we start shooting on the helicopter, and the helicopter exploded and the both suspects died, After that we return to the patrol. Thats all.

History:
After a break of half an hour, I came back on my duty, I took my cruiser and went to the PnS, In the way to the PnS. I saw a monster truck which is ramming the peoples, I suspected him and he ran away, I started to chase him and called backup and then his monster truck got exploded and he died in the explosion. After that I went to the PnS and repaired my vehicle, I was just returning to my patrol, I saw one suspect at the GS9 and then he got downed. After that when I was returning to patrol again a suspect was there at GS9 and I went back and start shooting at him because he was armed and he opened fire, he got died. After that, I heard in the call that some of the gangster of Luciano Group trying to kidnap two officers, Jcstodds and Max Adams. We stayed with Jcs and Max to protect them, suddenly we saw the group of Luciano's passing us, we chased them. Finally pull over them at commerce and then after that Jcs and gangsters shouting to each other, and then the problem got solved and then I went to the patrol on the market, I saw a suspect is running and then I chased him. His vehicle got crashed and got exploded and he tries to run and we killed him. That's all.

ARPD Officers Training[

Today, Senior Officer Janar, wrote in the radio that if some ARPD officers want to get trained, then join this channel and meet at this location, I joined the channel and I said "I also want to join the training", He said "I can only choose 3 ARPD Officers", He chooses ZeniX(me), Tritan_Osmani and Hernesto, after that he said we'll respond to a drug bust, he send a undercover officer to drug dealers, the undercover officer was dealing with them, and then the time when the undercover was dealing, he asked some questions, like 'What is code 3?' and others. And then after few minutes, his undercover officer informs that they gonna start the deal, we turned on the siren and the lights and heading to the Airport and then we arrived there, we saw two dealers were standing and then undercover officer aiming the gun at the dealers and we step out from the cruiser and then we took out our rifles and then aim them at the dealers, one of the dealers surrendered and got arrested by Officer ZeniX(Me), and then the other one was trying to run but he also got caughted by the other officers, after that the officer Janar took us to the shooting area in Bone county and then we start training there, after that we finished the training, Officer Janar took our statements and then the training was finished.

I wore the uniform and exit the department from the parking lot gate, after that I walked towards one of them cruisers and stepped in and I turned on the engine and heads towards to Market, I saw a suspect there and I start chasing him and then he jumped out from his vehicle and we' take him down and then again another suspect on Market, we started to chase him, his vehicle exploded. And he died after that I saw a suspect at Pershing Square, he done surrendered already but no-one saw him and I cuffed him and jailed him. That's all

Additional information
The whole training was done in 3 parts, each time different students, but same program. I would like to thank all of the officers, who were interested in joining this.
All of the students have done great work, I hope you all have learned something new. Nobody died nor got injured during the whole training. I did my best to make it fun and interesting.
We occurred some interesting events aswell - a drug bust, multiple chases and trafficstops, few code 30's...Sheriff is getting old, he does not remember all.
I enjoyed the teaching part (as long as not too much typing is involved), I hope you enjoyed the studying part.

If you occur any questions in the future, do not hesitate to ask questions.

And if you hear some strange scream in the county area, it is the Sheriff doing his job!

Additional information
The whole training was done in 3 parts, each time different students, but same program. I would like to thank all of the officers, who were interested in joining this.
All of the students have done great work, I hope you all have learned something new. Nobody died nor got injured during the whole training. I did my best to make it fun and interesting.
We occurred some interesting events aswell - a drug bust, multiple chases and trafficstops, few code 30's...Sheriff is getting old, he does not remember all.
I enjoyed the teaching part (as long as not too much typing is involved), I hope you enjoyed the studying part.

If you occur any questions in the future, do not hesitate to ask questions.

And if you hear some strange scream in the county area, it is the Sheriff doing his job!

I wore the uniform and exit the department from the parking lot gate, after that I walked towards one of them cruisers and stepped in and I turned on the engine and heads towards to Market, I saw a man which was speeding and then an other officer came there and then we both pulled over man and then we asked him to step out and checks his body and then we gave him a ticket. After I saw a suspect in commerce and start chasing, the chase took 10 to 15 minutes at Mulholland Intersection the suspect got downed. After I saw suspect in Verdant Bluffs and then the chase ended in 4-5 minutes, I got the suspect and then I went to PD and jailed him. After that I saw suspect in Pershing Square and then the chase ended in 2-3 minutes his bike exploded after that, he opened fire on us and then I start shooting on him and finally he got downed. That's all

After that I went to LSPD and I saw a civilian inside the LSPD garage, I shouted on him to leave the area, but he didn't and then I suspected him and then I start chasing him and then he got escaped. Today's patrol went really calmly and smothly, not many activitie at start but the it increased but we where able to keep it down, the patrol had the objective to keep the drug activitie down also criminal activitie down, and we managed to do that, the result of this patrol is really satisfying and I hope to be able to make many more just like this.

The SAPD applicants were given the task of conducting a brief survey on the SAPD to gain further insight into what the public thinks about SAPD.
The questions asked were:

- What is your general opinion about SAPD and how did you form that opinion?
- What aspects of SAPD do you dislike?
- What changes do you think should be made to SAPD, if any?
- Is there anything you would like SAPD to do that you think they do not do properly?
- Is there anything else you'd like to add?

Conclusion:

There are mixed opinions on the SAPD. Some say that the SAPD aren't doing their job right and some say otherwise.
Some common opinions from this survey are:
- We should provide more training for ARPD Officers.
- We need to punish abusing cops.

Statement
Zenix took this task immediately after it being set. He worked hard and although had some trouble understanding the assignment, still managed to finish the assignment on time to a great quality.
I pass my full recommendation for Zenix to SAPD.

207 Red (Kidnap situation)

Today i was patroling, In Los Santos. I saw in radio chat that there are some suspects in San Fierro kidnapping 2 citizens, I went to the location, and i saw some few other officers there, We blocked the entrance of the door of the mansion with the cruisers and start calling backups, FBI, SWAT and SAPD came. After that, we got equiped with heavy weapons and full armors by F.B.I, After that, Officer [ADF]Travis called the leader of kidnap and ask their demands, After that Director Of FBI [R*]Fernando talked with them, we sent a undercover officer inside already, he was updating everything, they killed one hostage and then they said 'We need a helicopter and 10,000,000 money, we fill fulled their demands after that we lined up the cruiser, in two lines and then Parked a helicopter in center, After that they sent a man to check money and the helicopter after that they came out we didn't shoot on them after that, they get in the helicopter and went to the sea and throw the last hostage, we saved the hostage and then we start chasing them, they landed in LS at unity station, they picked up vehicles and we start chasing them in the cruisers, i arrested 2 suspects of them. And half of them was killed and half of them was arrested, That's all.

Incident log: We recieved the call that many civilians were inside a building with a Police Officer inside, all was calm when we suddenly heard some strange noises coming out of the Police Officer's radio. We checked the call and some Undercover Agents got inside, same as me. I was one of the first arriving scene so i went in. They started to shoot and as soon as i was surrendered by the suspects i gave up and they tied me. While i was tied i saw one of the most horrible things in my entire cop life. I saw how my partner was tortured slowly even with paper clips and with some sissors. I started crying and shouting while the FBI Agents outside tried to manage how to enter. One undercover guy (Jack Baker) entered and he was telling us about the situation, as i was one of the victim we were on the sound room that's when my partner got turtured. Me and my partner were laying in the floor when he suddenly pulled out a little knife that he was hiding on his knee. He stabbed the knife into one of the kidnappers eye and we took his gun, while the other aiders came in they shoot at us and we died. After that we went again to the kidnapping scene and one FBI Agent (Jamba) got inside the building and tried to talk with the kidnappers, while FBI Chief, was negociating with them. They wanted 100k in bank and a raindance helicopter. Of course we didn't wanted them to escape but we had to do it since they already had taken Jamba as a hostage. They started to torture the FBI Agent too, and they wanted what they were claiming. As soon as the FBI Chief started to negociate with this guys, we started to park the cars in 2 lines and at the end we placed the chopper. Once the kindappers got out, (With the hostage) they all went in the chopper and they started to escape. FBI And SAPD Acted quickly and we took an FBI Raindance and followed them while rescuing the hostage from the water. (As he was dropped in the water when the suspects were evading) After that the helicopter chase continued until we arrived LS, The chopper full of suspects was heading into LS and they landed on unity station. They all took state cars and we started to chase them. All the suspects splitted and as the units were arriving me and some FBI Personnel took a state car and started to chase the suspects. One by one, the suspects were took down and this was turned into a successful situation. 1 Hostage rescued all the suspects downed.

I wore the uniform and exited the department, i entered one of them cruisers and start patroling in Idlewood i saw a rammer, reckless driver there, i pulled over him and gave him a strict warning and then i was patroling at east beach, i saw a suspect there, i chased him and finally he surrendered in front of the LSAP, and then i cuffed him and then jailed him at LSPD, After that i was patroling at LS-LV highway, I saw a suspect there, i chased him and finally the chase end at Dillimore, he surrendered and i cuffed him, and then i jailed him at LSPD. Detailed report:

The organized patrol started after all the units, that were participating at the patrol, lined up to the wall. A short briefing was done due to the Ceremony got before and welcomed every participant at the San Fierro Police Department. I've told them the aim of the organized patrol that was to make, as much was possible, clear the whole San Fierro Jurisdiction. Then I've used to explain them the importance of the passenger, that he should report towards the Police Radio, Citizen Band Radio and the MDC database, basically. Also, explained the rules applied on the organized patrol about the Citizen Band radio and the Police radio: The Police radio, in that case, was useful to be used for priority things; The Channel was useful for less priority things. After those explanations, I've assigned the units to the Patrol Cars and divided them in this way and in those areas:
SFPD-1 :: Me (Dario Cipone) & Falso :: South-East of San Fierro.
SFPD-2 :: Travis & Boris KoltsoV :: South-West of San Fierro
SFPD-3 :: Alex Brooks & Loris :: North of San Fierro.
SFPD-4 :: Dylan & Saif :: County Side of San Fierro.
SFPD-5 :: Tom Evans & ZeniX :: County Side of San Fierro.
SFPD Metal 0-1 :: Andrew Mason & Daniel Ocean :: Whole State

To Notice: SFPD Metal 0-1 was set by Captain Mason. When all units reported trough the Police radio their status, every Police Cruiser was out of the Department. After some minutes of patrol, we got the report trough the Police radio about a suspect evading with a black Infernus. He was in Downtown, San Fierro, when we found him, heading the South. So, SFPD-3, -2 & -1 used to respond. Also SFPD Metal 0-1 came to give us their assistance but the suspect evaded from Foster Valley to Whetstone. Also, SFPD-5 responded too. Meanwhile he escaped trough the Garver Bridge, turning back, to Tierra Robada. As everyone lost the visual, we used to warn the LVPD and HSP units and returned back to the patrolling areas of SF Jurisdiction. Once we were back, we used to stay in the patrol areas for like thirty minutes. Me and Falso, SFPD-1, were in Doherty after a Pay N Spray and we found a guy driving in a reckless way with an Infernus. He was pulled over and, meanwhile I was checking, he told us that he was new of the State. In fact, he didn't have nor registration nor license, so I've used to explain him the driving rules of the State and he used to respect them for what I saw. After it, reported trough the Channel Radio to all units to take place at San Fierro PD for a last briefing. The last briefing consisted in a discussion about the patrol day and that the daily objective was successful, mostly like for the teamwork that we used to have between each officer. So, after this briefing and a synched salute, everyone was dismissed.

Finishing Notes:
CB Radio of the SFPD (1885) was used throughout the whole patrol and Team Speak (in part). Today I faced a great teamwork in San Fierro, never seen before. Really enjoyed it and got no problems with no any officer. I would like to thank all for their job and keep up the good communication between officers. It's a base for a well teamwork.

Once the briefing of the nature of the operation that we were carrying out was spoken about all officer's were assigned partners and callsigns.
We geared up at Willowfield Ammu-Nation and then headed out to our own areas of choosing to patrol in, LSPD-1 mainly ventured in the Northern Side while LSPD-2 patrolled between Northern and Eastern and LSPD-3 took mainly Western and Southern with us being the 3 man unit we acted as the unit who was called if back-up was required. Fair to say the street's were quiet to begin with so time was wasted driving around and stopping for short donut and coffee breaks.

Radio chatter picked up that a C30A was going down in Idlewood (no surprise there) LSPD-3 responded after we notified the other LSPD units and had them on standby incase extra bodies were needed. The suspect was a black male of his early twenties armed with Chinese carbon copy AK-47 and a Uzi sub-machine gun he was well prepared to go down blasting. My unit took cover behind our cruiser firing back when we had a clear shot, by this time more unit's had arrived and now it got really heated up, the suspect decided to flee on foot but was gunned down by LSPDs superior marksmenship.

LSPD-1 had an interesting shift, they came up against a rogue ARPD Officer who thought it was a smart idea to take pot shots at his fellow officers and in the process he wounded a innocent bystander who later died due to poor assistance from the EMS who arrived on scene shortly after. The medic who responded had virtually NO experience in how to deal with a gun-shot wound, it was disappointing to say the least. I hope this medic is removed from his job and prosecuted in court for his actions.

Conclusion (Include possible improvements):
The OP was executed well with it being rife with role-play between multiple citizens and fellow officers.
Officer Thor and Richard show they had a good nag for police work, I would definitely like to see them in SAPD sometime soon.

Operation Summary:

LSPD initiated a "Armoured Patrol" that would be covering the inner city limits of Los Santos. It's mission was to keep an eye out for major rime activities occurring within the city. We had 3 rolling PC units with 3 officers per cruiser. Once we had geared up with kevlar armour and heavy weaponary we headed out to areas that we deemed high priority for crime. Below was the layout of each unit and patrol partners.

LSPD-1 had a quiet patrol with nothing major happening at all.

We engaged in a traffic stop on a Fireman who had been spotted driving on the wrong side of the road and on a sidewalk.
Pullover was initiated and the driver was questioned about his stupidity and asked why he felt it was needed to break traffic laws.
He proceeded to evade our questions by telling us he was only U-Turning to go home and have a nap but still doesn't give him the right to do what he did.
Driver was warned about his actions and we let him head home for his supposed nap.

With a C30 called over the radio and my unit (LSPD-1) in the area we headed to the location the officer called from, upon arriving we clocked a suspect being chased by another unit inside Los Santos International. He made no effort to take the jump out and back onto the main road, instead he headed for a plane sitting by the south runway. He was fired upon as he took off and was brought down by the fire of 5 officers. Another scumbag off the streets.

The other units on the OP had a more exciting time than we did with LSPD-2 responding numerous call-outs that needed urgent attention.

SAPD Deputy Chief Sushi had called a 10-80 inside the train tunnel that leads through Verdant Bluffs and Market. Both suspects were wanted in connection with previous shootings, with god coordination from LSPD-2 and Deputy Chief Sushi they blocked off both ends of the tunnel trapping them inside. Suspects had opened fire on LSPD-2 but with great cover fire both criminals were brought to justice.

Little LVPD presence was available so LSPD-2 took the C30 call that was on-going at Soprano HQ. Upon their arrival a war was breaking out between the notorious Ballas gang and the well trained Sorprano Family. Those involved were suspected and eventually brought down by the superior LSPD force.

Conclusion (Include possible improvements):
ARPD Officers could do with updating the radio more it's vital that we know what's going on where you are.
In all nothing bad to report here, everyone did their job best they could and we showed that LSPD was out in heavy force this afternoon.

I wore the uniform and exited the department and then I entered a cruiser, and then i saw a advertisement about a checkpoint a Flint County intersection, I went there and started checking vehicles after a minute, i was checking a car and speeder was coming he hit the car which i was checking and then i got under of the car which i was checking, this vehicle was engine off and then i got killed but i requested to him, After that i was patroling in Dillimore, i saw a suspect which was already surrendered waiting for cops, i cuff'ed him and then i took him to LSPD and jailed him there, That's all.

Officer Jason started patroling and then we went to the Market ammunation and bought some guns, After that we went to the PnS and repaired our cruiser, After we went to the Pizza Stack and increased the health, After that we heard a 911 call in Ganton about public shooting, we went to the location and we asked the civilians there, and then we started searching them and then we found some automatic guns and some hand guns, but those guys got weapon license for that, so we left them. We was returning from the scene, We saw a fighting in two men, And then we shouted in the megaphone. We stopped the fighting and then we gave them warning. That's all.

Detailed describtion of training:

This Training were about different Breaching Techniques, also we made several teams to take care of the suspects, this training will be performed twice every month to improve, special thanks to Special Agent Dean Knight for attending in as a suspect. Conclusion of training:
The thing to achieve during this training was to learn how to breach houses, hotels, every kind of building. The suspect surrendered and the situation went Code 4 but there are some minus points today.

Notes:

1.) Bad Discipline - Discipline Training will follow next week
