I guess he was accidentally marked as inactive, mostly due to the server downtime which lasted for over two weeks, and his application had no updates for a month. Like every other applicant he received an activity check.

Over the past month you've shown great motivation to join, and generally good and respective attitude, hence you will be given the cadet rank, but you will have to prove that you are worth giving the promotion to the officer rank.
