Secondly, its no good to us, just sending us a screenshot of your popped tyre with no background information or anything.

You need to explain to us what happened and inform the officer that he's being reported. Looking at the way he's acting, it's pretty obvious he's not a regular player, so you should also take that into consideration as well. Did you try to resolve the issue with him in game before you jumped straight to reporting him? don't think so.

This report will not procedure until you've attempted all of the things underlined above.

Which by the way is insulting an officer, so he could of suspected you for that, and you have no proof that he said anything about your mafia..
