ARPD Officer Policy violators: Alex Rosso; Neel Cotroni

1. Officers Alex Rosso and Neel Cotroni - Today, 28 of August 2013, I was riding around in my bike across Los Santos wanting to take the Mulholand Intersection. In order not to waste time I took the wrong ramp, and I agree it should be punished but... being suspected without a warning? Officer Neel Cotroni just suspected me and I wasn't even half way on the wrong ramp. Instead of making me stop, he even drove away from the incident coming back a bit later after I stopped in front of the Human Radar Alex Rosso.
The last officer showed a pretty crappy attitude over main chat, when he clearly told the public that he had been given the authorization to do so by Flameman. If this is true or not I'm not sure, but this is certainly not right.

I will just speak a bit.

First of all This wrong ramp thing is a total operation called "Operation Vortex (http://arpd.argonathrpg.com/forum/index.php?topic=30688.0)" and this operation its to teach people to learn the correct ramp in Mullholand Intersection.
Secondly i just made my SAPD interview and one of the question was "Are you able to follow and obey orders?" And my answer was "Yes i am".And by that im able to accept orders from a higher rank than me.
And the final point is this.While i was doing the roadblock in Mullholand Intersection i got orders from SAPD Officer Flameman To suspect everyone without warning.And i was doing only what i got told to.
I dont know why all people were complaining at me.I was just following orders.And when janek came and told me to remove the roadblock i removed it.

Dear Eric Caltson,

I am the Operation Leader from Operation Vortex. Alex Rosso participates in the operation. Our objective is to stop wrong rampers by pulling them over and investigate it on scene, if they EVADE they will be suspected for "Evasion". Now, I heard that SAPD Senior Officer FlameMan has permitted Alex to suspect them immeadiatly without warning.. I do not know if this is true so I think Senior Officer FlameMan should post here. I will have a word with Alex and clearify this with him. This is also a ARPD matter so sorry for posting here.

The officers were working on the roadblock, under the Vortex operation.
They kept complaining over radio that other officers and civilians were constantly ruining their operation by using wrong ramp and hitting other cars.
Knowing that they kept doing advertisments about the operation, in which they kept asking civilians to use right lane in the mulholland intersection, I told them to instantly suspect whoever ruins their operation.
I meant "hit and run" crime, to stop people from doing that in the future.

In my judgement that would let operation vortex continue without constant troubles...

The moment a driver will use the wrong ramp at Mulholland Intersection he is a traffic violator and he will be pulled by the team. There are 2 things to do which will be stated down here.

- Tow off the vehicle of the traffic violator, this is the most effective.
- Issue a $250 dollar citation to the traffic violator.

Sushi is one of the chiefs, you should listen to his orders as well since they are actually ARPD|SAPD Regulations. Sam Rosso is the leader of the operation you didn't follow the operation regulations as well.

I was speaking about Operation Vortex here to make "Operation Vortex" and that operation to make roadblock (Whitch more that 20 players were complaining about) for wrong ramp users.And this operation had permission to be don from Deputy Chief Plam Knight.I will not say anything else to you.

As Officer Alex Rosso is being reported to his superiors I, James Rosso, am here to represent Alex Rosso as a legal council. Anything that wish to be asked to Alex shall go through me from now on.

The Constitution of the State San Andreas in Argonath says the following;

Driving up in the incorrect lane of travel is not only dangerous, but idiotic and it endanger everyone who are going down to Los Santos.
As we can see in the provided exhibits by Eric Caltson he is driving against traffic in a high trafficked road in high speed. Yes, crashing in a speed of 24 km/h is like jumping from the third floor of a building. The actions that was taken by Alex Rosso is not only done by the law, but it is also necessary. If you have not been arrested for your extremely reckless usage of your motor vehicle you might not been alive.

Secondly, the provided chatlogs and pictures are edited. It seems to leave out a massive of important evidence. Is Eric Caltson hiding something?

As said in the beginning. Everything that is directed to Officer Alex Rosso shall go through me from now on.

What attitude do you expect when there are 20 people against u? and they only make pressure on you.How were you going to react when nobody was understanding what i was saying there.This is cause u PEOPLE don't know the SAPD rules better than me.All the thing that i was doing there was just executing orders that i got.That's all.And you people were acusing me for breaking law and things.
They were only orders from a higher rank (Flameman) as he said in the statement above too.

Dear Alex, your attitude should be always good even if the whole world was against you. It's called personality. If NOBODY understands you then something must be wrong, in this case your attitude like it was shown on the chat  logs I provided.
Flameman clearly said that he indeed told you to suspect without warning IF the people keep engaging on the cops of the roadblock and hitting them in order to get suspected (not saying I agree but just stating his point).
You should obey to the ARPD REGULATIONS written by the police chiefs, the only rank higher than that is held by the ARPD Commissioner CBFasi. Flameman and Sam Rosso and indeed higher ranks but only senior officers. They give you orders based on the regulations (or should).
To top it all off, I'm a 4 time Senior Officer and 2 times SWAT Operative, maybe I do know a bit more of the police regulations than you, but that doesn't mean I'll shove it up everyone's faces saying that they are ignorant and know nothing about them.

This is not court. No representatives are needed as long as As Officer Alex Rosso will be capable of speaking for himself.

Thomas Crof- Sgt. of SAPD will be viewing that case. If he will find that case needs to investigate SAPD Staff attitude and actions as well, it will be directed to SAPD Chief or assigned SAPD Ltn.+.

As mentioned above, I'll be taking over this case, as I'm the supervising officer on the operation.

I'll look through the evidence at a later time, but for the meantime: any provoking will not be tolerated. Not from the reported officer, not from the reporter nor from anyone else that has or is planning to post here. (I remind you that only the people that were involved are entitled to make their statements.)

If any of the parties have any additional evidence or statements to present, please do so at your earliest convenience.

Not impeding on Sergeant Crof's jurisdiction, but I will make it clear right now. The ARPD reports section is not a court, it is a place where officers are reported for suspected duty violations and are investigated by the appropriate staff. Feel free to have an advisory council, but only those who have proper involvement with the report are to post here.

    STATEMENT IN REGARDS TO THE CLOSURE OF THIS REPORT
     
    On 28/08/2013, 14:38 a report was submitted by A. Martinez as a lawful citizen of the United States of Argonath.
     
    Since then, an investigation has been conducted by the SAPD command staff member:
    Sergeant Thomas 'Leroy' Crof
     
    The summary and conclusion of the report has now been decided and will be released to the public.
     
    - Officer Neel Cotroni was reported for suspecting without a proper warning. However, due to a misunderstanding he thought he was allowed to. This has been confirmed by Senior Officer FlameMan both in this report and to me, personally.
    - Officer Alex Rosso was reported for aiding officer Cotroni in the suspecting without proper warning. The issue is the same: a misunderstanding. In addition to that, officer Rosso was reported for inadequate behaviour.
     
    -- Officer Neel Cotroni will not receive punishment. However, it will be made clear to him that it was a misunderstanding and it should not be repeated.
    -- Officer Alex Rosso will receive a verbal warning in person. In addition, he has been demoted within the operation to an Enforcer as he could not keep his cool when necessary. A note here though: he may have been provoked because we cannot see whatever the secondary party said.
     
    If the verdict of this report seems unfair to anyone, you can report this to a Deputy Chief via an ARPD Forum PM and we may reopen the case if your argument is valid enough.
