Report against:
Marino_Luciano - Misuse of Power (Unlawful arrest)
Shaun_Massini - Misuse of Power (Unlawful arrest)

Description of events:
We recieved a call about a possible pickpocket, and I called for backup as the possible suspect was near me. Marino showed up with Shaun, and started to say to the girl (BarelyVisible) stuff like "[09:29:58] Marino_Luciano(11) says: You will have to come in PD with us." with no proof. I would advise them that it's not a legal arrest, and that if the girl wishes to not comply to an investigation, we cannot force it. I tried to tell them to get information first, but they didn't listen. Marino proceeded to say "[09:30:53] Marino_Luciano(11) says: Will you come with us or will we have to use FORCE". The girl /gu'd after being suspected for "Fail to comply" and complied throughout the investigation she was given. Logs/screens can be provided by her, as well.

I have not seen the accused officers on SA-MP RPG, since the day of this report. I will tell them when I see them next.

29th of January, 2014

STATEMENT IN REGARDS TO THE CLOSURE OF THIS REPORT

On January the 24th 2014, at 16:01 HOURS a report was submitted by Travis Kolta as a lawful citizen of the United States of Argonath.
Since then, an investigation has been conducted by the SAPD command staff member:
- Sergeant Milano Alvarez

The summary and conclusion of the report has now been decided and will be released to the public.

-- Officer Shaun and Officer Marino Luciano have responded to a 911 call and made a unlawful arrest which is against the constitution. (Section III Act IV)

-- Officer Marino Luciano has showed a very poor attitude towards Officer Travis Kolta in the personal messaging system. That kind of language is not tolerated here.

-- In conclusion, Officer Shaun receives a official warning for breaking Section III Act IV of the constitution.

Officer Marino Luciano will receive a 24-hour suspension for breaking Section III Act IV of the constitution, also the officer has insulted a fellow officer that tried to help.

If the verdict of this report seems unfair to anyone, you can report this to a Deputy Chief via the ARPD Forum PM and we might reopen the case if your argument is valid enough.
