11. Why do you want to join the LCPD?: Well, at the first place i wanted to join the FBI because i like to do professional work, not that LCPD isnt doing it but the FBI just attracted me because i like to do investigations,undercoverwork etc. So its been more then 1 month now i'm trying to prove myself that i've changed and would like to join back an Law Enforcement Organization. This week i thought about what i should do, start a whole new expierence with the FBI or join the LCPD back because i've been LCPD before and to be honest it didnt go so well since i got fired/denied and withdrawn once. So i think i've left an unfinished job here in the LCPD and its time to do my duty and serve/protect the people of Liberty City.

A civilian accidently ran over someone, we investigated the suspect and we decided to let him go.

These last days i've noticed that a lot of civilians are refusing to pay their ticket and are more likely to evade and get jailed or killed.

Today i was patrolling near MGS and i saw someone getting over ran by an civilian and the victim was heavily injured. I brought her to the hospital and the doctors gave her medical treatment.

Conclusion:
Today was different then normal days, had a investigation going with a new civilian in the Liberty City and an emergency call of an injured civilian.

I made a mistake there, i think i confused ~~something~~ someone else with that investigation. I totally forgot about that James was innocent and got off with a warning, i apologize for this misunderstanding.

Title: Pullover related qeustions

Hello everyone,
I have a qeustion related to pulling over someone.

Today i pulled over someone for a routine check and told him to pull over once,
The civilian stopped on the middle of the road but on the right lane,
I asked the civilian 3 or more time to pull over to the "side",
Civilian kept asking me what he did wrong,
I told him again to pull over to the side and not stopping on the middle of the road so we wont block anyone else,
Again the civilian asked for what he did wrong,
I gave him 2 final warning and sued him for failed to comply.

--->What did i do wrong here? How many warnings do i have to give?

*I did not told the civilian about the routine check at the first place, because he was asking me what he did wrong, telling me he was not speeding or recklessdriving while i was ordering him to pullover to the side, i told him at the investigation for what i pulled him over.

The suspect gave up and asked for an investigation,
I told him to get in my policecar so we can wait for an officer or maybe i could bring him to one and its much safer then standing still on the street while being a suspect,
Suspect refused to cooperate and didnt go in the car until an ranked officer came to the scene and took him away for an investigation.

---> I have no problems with this but it did take 15min to stay with him because he gave up and didnt wanted to go in the police cruiser.

2 ranked LCPD officer investigated the suspect,
They called me for my story and i told them what i just wrote above,
They asked me and the suspect who could confirm the story and if there were any witnesses,
However,
They found the suspect innocent/not guitly because the lack of evidence to prove that i followed the right procedure and that he was not complying to my orders.

So let me get some points right,
1. If i pullover someone, do i have to take an SS of incase something like this happens again, because this is the reason why he gets unsuspected.
2. If so, every suspect thats been suspected by an single officer are invalid suspects because due the lack of evidence (witnesses, SS, etc..), right?

The word of a police officer is the law.

Civilians must comply with the orders otherwise they get suspected/shot down/reported [ Of course everything within the borders of rules ]

For each action where the suspect is not following the orders, you have to give them at least 2 warnings before taking any further actions. Be sure that within second warning you state that he can end up suspected/shot down for not complying with orders. Civilians can not ask for evidences such as screenshot of their speed or video footage of their crime while in-game. If they want, they only have an option to report a member of LCPD/Applicant to the forum

But no matter what.. they have to comply with the orders once they did surrender [ /gu ]

As for your case, you could have warned him two times [ 2nd warning stated as above mentioned ] to park properly and after that suspect him if he does not do it. You are not obliged to tell him why are you doing the pullover until he actually does not stop, wait for you to walk up to his window and explain him the reason/issue ticket or warning.

After the suspect does surrender [ /gu ] he MUST cooperate with police officer no matter what [ Of course clear abuse of police officer should be reported straight away.. such as, pointing out a weapon in civilian, doing /su bad girl and then saying /gu /gu /gu ]. If the suspect is not cooperating after /gu, report him to admins because that is against the rules of the server.

The decision on the outcome of investigation is purely on the officer who does it.
In this case, by my opinion, the suspect should have been claimed guilty due to his lack of cooperation with a note that he can, if he wants, come here and report you if he thinks you did abuse your power as a police officer.

1. You do not have to screenshot or record anything for the pullover. The word of an officer is above the one from a civilian [ Except if the civilian has witnesses or obvious evidences against ].
The only thing you should maybe practice is that you do screenshot the /speed check for example, as that can be a good evidence for you to defend your actions. Same goes for SS's of chat while talking to civilian/suspect [ It cuts down the work from our side to extract it from logs... IF we even get a permission to do that ].

2. No, because the word of an officer is above the one of a civilian. The only thing is that the investigation can vary from situation.
They can /report the officer to admin or here to the forum [For Applicants/Cadets/LCPD Officers] but nothing else.
If they refuse to cooperate after the /gu, report them for abusing scripts

Be sure.. just that if you are the one who did the /su command, you are not in a position to do the investigation

As for the abuse of /su, it is usually obvious and easily checked through the investigation process, but.. sometimes we will maybe even deny suspects/civilians request due to roleplay situation [ i.e. the lack of evidences for him to backup his story. In this case nor admins nor police report can help him, because the situation is unclear ]

I will give you an example for that one

- Police Officer A sees a civilian doing burnouts all around
- After two warnings the civilian does not responds and officer does suspect him
- The civilian, now suspect, does /gu straight away and asks for an investigation [ He has a right as he did not offer resistance after /su ]
- Along the investigation process, lead by Officer B, suspect claims that he did not do any burnouts and that the officer A is lying
- The officer A shows dashboard camera footage from his cruiser
- The Investigator [ Officer B ] claims him guilty due to the lack of evidences to backup his story
- Suspect then starts asking for material evidence that he did commit that crime [ He is not in a position to do that ]
- Suspect call admins and reports the officer A and B for abuse, admins will in this case ask for the outcome of the investigation
- According to the outcome, the admins will tell the suspect to cooperate with police otherwise they will be dealing out with the admin himself
- Even report to the forum would not help without any video footage/screenshotS, as the crime such is a burnout can not be checked through the chat.. we can only check if the warnings were issued and that is all

I probably repeated few stuffs while writing it all down but that is probably because I wanted to cover it all. I hope it's clearer now

Conclusion:
Today we had a hostage situation, an officer was taken hostage by an suspect in Alqonquin. We organized 2 teams to enter the building, Roof units and the Ground units. The roof units would enter the building by the roof with an heli and the ground units would taken the stairs to check every floor to the top. At the top floor we noticed some shouting and heard the suspect inside with the officer that was taken hostage. Unfortunatly the door was locked so we had to bring in the RAM equipment and smashed the door open and rushed inside. We saw the Hostage with the suspect pointing a gun to his head and treaten us that he will shoot him down. We talked with the suspect and calmed him down, he dropped his gun and we arrested him.
