Report against:
Mr.Chow_Sullivan - REGULATIONS BREACHED

Description of events:
We had a call out about a man heavily injured man on the road we responded immidiatly after arriving we attempted to help this man as Mr.Chow came in and gave a blowjob to the heavily injured man in the middle of the Streets after Senior Officer matthew asked a explaination of his behavior he started to ram the set up perimeter. After arriving in the hosiptal the officer wanted to kill the injured man. Long story short bad behavior on duty.

Well appears as my screenshot wasn't taken, however officer Chow Sullivan came to a RP car crash scene and did a blowjob on the injured civilian.
I also witnessed his behavior mentioned on the pictures.

I am SAPD Staff Sergeant Nexus Dean Riggs and I will be handling this report. Before proceeding any further, please inform Mr.Chow_Sullivan regarding this report and post evidence of him being notified with time and date stamps.
All parties also must provide roleplay evidence of the allegations or statements.

As you have noticed I already informed Mr.Chow about this report in the above reply's and i have one other screenshot of his reaction against this. But he will not respond on this forum i will upload the evidence in the afternoon.

Edit: Most of his reactions were told on the street where my witnesses Brandon_Finney and matthew were located too.

Edit: I definitly tried to talk to this officer as brandon_finney witnessed in the hospital, his reaction on this is taking it to the private message where he sets up a bad attitude. To better discribe this i can't be able to set up a rp situation where i can forward him to this file.

I, Brandon Finney, confirm Jake's statement about Officer Sullivan's attitude.  He was warned couple times by Senior Officer Jake R. to cease his activities, which he refused to do.

Greetings, Since most of the incidents took place in the streets, I am requesting the witnesses to elaborate the details of individual occasions where Mr. Sullivan allegedly misbehaved. Every witness testimony asserted will be analyzed and perhaps considered as roleplay evidence if no other roleplay evidence is obtainable. However if there is inadequate roleplay evidence or statements from either witness or reporter, then this report maybe closed. Kind regards, Nexus D. Riggs, SAPD Staff Sergeant.

Dear nexus,

As you do look to the witnesses (officer brandon and seniorcofficer matthew) they have stated there part of the story which was based on my pictures as you see the reaction of Senior Officer matthew he noted that he had witnessed this behavior and told him the first time into the radio to behave. And the second witness officer brandon stated that he had witnessed the conversation between me and officer Mr.Chow as i did warned him In roleplayed sight. He was also told that he was forwarded to this complaint form this happend in the radiochat. Senior Officer [TCL]Taseen and officer mang rosso has witnessed this in the radio chat.

Mr. Riggs, Do you need any more valid evidences or witnesses on this report?

Edit: I will call the witnesses inclusive officer Taseen and officer mang to state there part of the story in this complaint.

As you see down in this screen I tried to get my witness to this complaint file (Brandon_Finney) not that hard RP as Mr.Chow responded on this reaction he took it to the Private message as he said the following.

It will but you need to allow the command team time to look at all the evidence and draw a conclusion

STATEMENT IN REGARDS TO THE CLOSURE OF THIS REPORT

On the June the 22nd  2014, at 17:10 HOURS a report was submitted by Jake Rosso as a lawful citizen of the United States of Argonath.
Since then, an investigation has been conducted by the SAPD command staff member:
- Staff Sergeant Nexus Riggs

The summary and conclusion of the report has now been decided and will be released to the public.

-- After understanding the scope of the incident through the given testimony from the witnesses and the reporter and through the nature of this report, it is coherent that Officer Mr.Chow_Sullivan was unable to maintain composure
and explicitly threatened the life of the patient.

-- Mr.Chow_Sullivan is guilty of the charges of bad behaviour and unprofessionalism while on Police Duty.

-- All of the Non-RP evidence provided were not accounted nor had any influence to the outcome of this report.

-- In conclusion, Officer Mr.Chow_Sullivan will be suspended from duty for 1 day

If the verdict of this report seems unfair to anyone, you can report this to a Deputy Chief via the ARPD Forum PM and we might reopen the case if your argument is valid enough.
