Report against:
Luis Carazo - Unacceptable behaviour, encouraging crimes, taking part in the same way of crime twice in a short period of time.

Description of events:
My Quad bike was stolen by 2 women, they complied after my warnings but he kept commiting the crime. So, he stole the Quad, then after another few warnings left it, and stole the Helicopter I was using to respong to backup calls, which he crashed at LSPD roof.
