Report against:
[NP]InfernalCurse - REGULATIONS BREACHED

Description of events:
We had a suspect who not really called RPed with us but he showed us how his way of handling is so we closed in by this suspect and started spraying him we warned him all went as the procedures state. As the suspect used /me takes his hands up to surrender Officer [NP]InfernalCurse continued spraying him almost to dead. I warned this officer many times and as he continued I decide to report this officer for ignoring order from a higher ranked officer and continueing spraying a surrendered suspect. ( RPly surrendered)

And hereby the logs that this officer IS warned enough times to stop. He ignored my orders to stop spraying the suspect which was already RPly surrendered.

The said victim spoke to Sgt Dylan about this incident and asked for nothing to be done against me, saying I was a good officer and forgiving me and admitting it was the fault of the other officers there (for spamming).

He then gave me a reward of $2000 unexpectedly.
He asked the Sgt that nothing be done against me, so if he's the victim, he's not pressing any charges / complaint, and has even agreed that I wasn't at fault for anything.

When you said to stop, I stopped.
I didn't see any /me because even the suspect agreed there was a lot of spam.
The Suspect was released also.

Alright read these chatlogs again how many times did i asked you guys to stop? Why did you continued when the suspect used /me take hands up?

And the following i really don't give a shit about what the victem told Sgt. Dylan you have ignored orders and continued spraying a suspect which was already surrendered. This has nothing to do with that suspect this is about you not following SAPD's rules.

i didn't see, there was spam, and people was pming me, and I stopped when  I saw you say stop...

As you can see on the chatlogs above there were warnings enoug on the radio and on the local chat you think you can see that many warnings? And then the other part the suspect showed his hands and when you were already stopped you didn't gave a fck about what i told every officer on the radio and decide to spray Mr. Henderson his full health away till 10 procent was left and then you stopped.

My name Tom Henderson , i was a suspect on the situation,At that moment, was really be a spamming on the Chat by other people not just a high rank who give order to stop, officer.Monte didn't was a the only cop who didn't stop spraying in my face, them was alot, but i'm understand the situation and Forgiving for all of policeman, because he just do his work...

I really dislike getting involved in to reports, but somebody has to give you an advise on how you are supposed to behave, first it is up to the commanding officer to deem weather a post should be here or not.

Second, I understand the witness has little bit more forgiving heart then yourself, but YOU ARE NOT supposed to discourage the victims from saying their side of the story and what is their opinion on the officer that has breached the protocols, while handling them. If nothing else you should follow the first rule of an investigation and that is to not attempt to spin the facts in a favour of either side.

Third, obviously the victim of the case you are using as an example is allowed to post here, if he is not then you have no case to base your report on, so think before acting and learn the basic behaviour you are supposed to have, before you file an report.

If you have those suspicions then you should forward them to the command staff, because if they've attempted to do that and the command staff has its ways of figuring weather that was true or not.

I'd like to complain to SAPD Command regarding this behavior.
I did not pay anyone for the removal of the report.  After I paid him money for lost armor and health (5 minutes after the initial incident) he paid me for being a good officer the sum of $10,000.

After it was ascertained from me investigating him where in which you disappeared and did not stay around for, he got unsuspected because the suspecting officer (who you could say is my friend, so I shouldn't have unsuspected him the victim from your reasoning) refused / could not attend the investigation - so then there was no evidence against him the victim and no one to continue pressing charges. 

If he (the reporter) can NOT provide evidence of me apparently bribing Tom then this is defamation of the victim and myself, and defamation is not good behavior / illegal.

If we go off of case law then, a ban made by a SGT where a report was made without enough evidence by an officer and it was seen as defamation should be something to go off of on to remedy the issues in this report.

As i've been looking trough the report again I'd like to close this report against SAPD Officer [NP]InfernalCurse due to possible miscommunications after the situation was ended. Hereby I will talk with the officer [NP]InfernalCurse as soon as i catch him up ingame to offer my apologise to the officer and to discuss this situation again.

Sorry for placing this report to fast and my bad behavior here.

STATEMENT IN REGARDS TO THE CLOSURE OF THIS REPORT

On the October the 17th 2014, at 20:50 HOURS a report was submitted by Jake Parker as a lawful citizen of the United States of Argonath.
Since then, an investigation has been conducted by the SAPD command staff member:
- Lieutenant Scott 'Janar' Martinez

The summary and conclusion of the report has now been decided and will be released to the public.

-- The reporter Jake Parker declared this as case of miscommunication.
-- The reporter Jake Parker has withdrawn the report and dropped charges against officer [NP]InfernalCurse.

-- In conclusion, no actions will be taken against officer [NP]InfernalCurse.

If the verdict of this report seems unfair to anyone, you can report this to a Deputy Chief via the ARPD Forum PM and we might reopen the case if your argument is valid enough.
