Report against: Miller786
Description of events: Well, I was suspected for traffic stop evading. Then, at the end of the chase, Miller started shooting my car without any roleplay warnings (/s3 or /m3). I gave up and he cuffed me, but, I was with one friend who is new to this server - he just registrated. He tried to "save me" and carjacked the Officer, and you know, because my friend was not on duty, he wasn't able to get in the car. And because of the lag, the car fell in the water(I was in it). I know that this was maybe my friend's fault, but let me continue. So, I got out of the car and I was underwater, I was frozen - I needed to be cuffed. Officer Miller didn't do it, I was praying on him but he still didn't. You will see in the evidence below. (My time zone is UTC+2, which is 1 hour more than CET. If it's 17:00 CET, it is 18:00 here. So the chat log shows "17:02" but this is my time, it was 16 CET.)

One thing, you can't step out of a car while needing to be re-cuffed, right?
