Move for dismissal of Traser as witness because of his involvement as an admin !
Move for roleplay meeting with witnesses and not just a pm with "post on my post". If you could do this yourself DSB, it'd be better suited!

STATEMENT IN REGARDS TO THE CLOSURE OF THIS REPORT
On the March the 7th 2015, at 02:50 HOURS a report was submitted by DinoKid23 as a lawful citizen of the United States of Argonath.
The summary and conclusion of the report has now been decided and will be released to the public.
-- According Ordinance XII of the constitution;
Ordinance XII: In the case of arrest or detention, a citizen must be promptly informed of the reasons, must also be informed that he has the right to a lawyer and must be allowed to use that right as soon as possible. He shall also have the validity of the detention controlled by the present law and to be released if the detention is not lawful.
Despite the request of the citizen to investigate the case further. The law enforcers initially denied the request. Therefore they indirectly denied him the right to contact a legal representative. Therefore the officer can be found guilty, based on the ordinance.
-- According Act XVI of the criminal law;
Act XVI: A law enforcer cannot be blamed if injuries or death occur if a suspect opposes resistance.
Usage of force against a suspect is permitted. However, due to the denial of the right described in Ordinance XII. It does not apply in this case. Since according Act IV of the criminal law; "A person is innocent until proven and declared guilty.". Therefore it is not possible to force the suspect to jail. The action of the officers might be considered as Mens rea.
-- In conclusion, officer [NP]Monte.Montague misconducted meanwhile he was on-duty. However, the evidence that have been provided is not considered as roleplay evidence. Therefore the accused won't be punished.
If the verdict of this report seems unfair to anyone, you can report this to a Deputy Chief via the ARPD Forum PM and we might reopen the case if your argument is valid enough.
