4. Never suspect people without a valid reasonPressing charges on a citizen who is not given a chance to pull-over, is ungrounded. Suspection should not be executed, until the citizen tries to flee. Therefore an infringement of the Argonath Police Department regulations has been acknowledged.

Senior Officer Thomas ordered officer Philip Ancelotti to pull-over. Despite the orders officer Philip Ancelotti refused to follow the order. Therefore this is a violation of the second regulation. Due violation of the second regulation, the first regulation has been infringed. However, there has been decided that only second violation will be used in the conclusion.
*Every officer must follow all the orders given to him by the SAPD Command Staff, without any questions or hesitation.
*Act III: Due to the danger of driving accidents on the roads of our nation, the speed limits are 80 Kilometers an Hour inside cities and town limits, 120 Kilometers an Hour on roads outside of the city and town limits, and there shall be no speed limits on highways, though, driving recklessly, or not driving on the right side of the road is still a punishable offense. Law prescribe a fine of a maximum of 250 dollars for any road infraction. The city limit is defined by an area of 300 meters around the last local street.There has been acknowledgement made that officer Philip Ancelotti violates the traffic laws, by exceeding the speed limits and in-proper usage of road. This could lead to endangerment of citizens and fellow law enforcers. Although this will be not penalized heavy. This will be considered in the conclusion, due to the circumstances of the event.
*Act III.I: Reckless driving understand any form of driving that could endanger other citizens. Under such circumstances, a police officer is allowed to take necessary actions.
Act XXIII: Anyone taking part in an act of corruption is guilty.Although, it will not be used in the conclusion of this case. Due to circumstantial evidence. A remark has been made that Philip Ancelotti presses charges on an arbitrary base. This can be considered as corruption.
