Have you read the police officer guide: No.
Are you able to use TeamSpeak (no mic needed): Yes, I am able  :)
Why do you want to join Vice City Police Department: To put all those Krooks on MTA:VC in there place, also because I love being a cop and it would be better to be an official ARPD police officer. :D
