Klaus said i can't join VCPD if i am from a criminal gang. As i was loyal to them, I shattered my dream of joining VCPD. Now as Singh is closed. I want to serve and protect the city now from those criminals.

We get all that, but can you convince us you'll actually stick to VCPD this time? You're very active as a criminal ingame, always have been and are continuing to be. VCPD Officers aren't prohibited from roleplaying in the criminal spectrum from time to time, but how do you envision your activity ingame to look, in regard to this criminal/cop balance, were you to be accepted back into the academy and onwards?
I hope you'll be able to come up with something convincing, because I am pretty hesitant in giving you a third chance at this point in time, because previously you picked your criminal gang over pursuing a career in the VCPD, and before that you dropped out of the academy because you 'felt you weren't suitable'.

same thing i will say. i was loyal to Singh thats why i withdrawn application.i stay loyal to wherever i get in. and i will stay loyal to VCPD.

Because some Senior Officer pissed me off and said that i need to improve attitude. that's why i closed the application and applied later. But this time i am not gonna be a quitter.

Officer Luca said i need to improve my attitude and English. No problem with that but he made fun of my English 3-4 times in-game and i felt insulted.

You have shown very poor performance, watching the stuff on forums while answering them & saying, should I close them, that shows that how you looked at rules'n'regulations. Next time, read all the stuff, learn them, seek guidance from seniors & then ask Senior officers to take your session.
