FROM: DIRECTOR KLAUS AND SPECIAL AGENT KOWALSKI, FBI HEADQUARTERS, OCEAN BEACH, VICE CITY, MIAMI.


Greetings to the VCPD Command Staff,

The United States FBI wishes to bring to the VCPD's attention as per proper procedure, corruption from one of its officers. On the 6th of December, Senior Officer Rhyan Buchnan was sighted by the FBI smuggling vehicles out of the city. This was brought forward to our attention and a federal arrest warrant was filed and approved by the FBI Command Staff.

On the 13th of December, Senior Officer Buchnan was arrested by Special Agent Kowalski and taken into federal custody at the FBI Headquarters in Ocean Beach. There, the officer was interrogated in regards to his crimes per the Constitution and its respective bylaws, where the officer in question admitted directly to breaking the law and making a total of $3,800 ARD from smuggling a high-powered Cheetah out of Vice City.

The officer was placed into a holding cell until further notice, and upon appropriate consultation with Washington, the Miami Division Command of the FBI has been instructed to file this complaint.

As evidence, a copy of the federal warrant and its approval is attached:

Requesting resubmission of proper evidence. I do not like edited evidence. Upon resubmission, we will wait for the officer's response.

Edit: the evidence was sent to me through PM due to holding some classified information within it.

The facts presented within this complaint adhere to the reality and have not been distorted in any way.

Officer fired after explaining it personally to me. No right for reinstatement. VCPD does not support such actions.
