Why do you want to join San Andreas Police Department: Because I love to roleplay and help out alot and I love to help freecops out most of the times. Mostly because I want to help out with more stuff.

This means a no, which means, "Come back later when you earn more experience"
All Carleon wants is earn more experience.

I have seen this individual on duty as an F.B.I. cadet before, and I must say, the views I have seen are not very pleasing.

Generally speaking, this individual has a very poor attitude overall.  As an F.B.I. cadet, she, in my eyes, considered herself to be higher than the ARPD.  Now, note well, I'm not saying that she did, neither did I state that she publically said that at any point.  I'm expressing my view according to what I've seen.

Radio communications on the other hand, at least that is one thing this applicant knows.  So, there is a slight plus.  Driving, is passable, but, may need some touching up.

Now, like I stated earlier, if this applicant is to be accepted into the ARPD, her attitude must change.  There is no doubt about it.

So, overall, I'd say not recommended for now.  Allow this applicant more time as a volunteery officer to brush up on their faults first.

Carleon..
-you applied for the FBI, got denied because you needed more experience and because you were a Z-man.
-you left the Zaibatsu corporation for that and tried to join the AV or Rstar clan.. got denied.
-you applied for the SAPD, got accepted as a Cadet.
-you saw that almost all the FBI members were also members of the _Kolta family, so you applied and got accepted.
-not even one day later.. you applied for the FBI again and you got accepted as 'cadet', but in my opinion they accepted you only because you really wanted it, and were pestering them.
-you reached your aim, so left the kolta family, and applied to The Crimson Legacy clan, just to leave after some weeks trying to join the AV clan..
-they (and the folks) noticed it was an error accepting you as cadet, they noticed that their reputation was decreasing, so you got denied (failed as cadet) to earn more experience into the SAPD
-now you're applying AGAIN to the SAPD..

I'm quite sure you will reach again the 'cadet' or 'officer' status and then you will leave again for the FBI..
Is this one your last application?

You treated the SAPD Like a pet dog when you were an FBI cadet. Commanding us - why would we want you with us? I apologise for my attitude but you have a superiority complex. Not good enough for FBI, Nowhere near good enough for SAPD. The SAPD is not some I failed FBI so I need a fallback.

It's apparent that you don't have a good reputation in the SAPD... Again as Mike stated above the SAPD isn't a fallback because you got kicked out of the FBI. If you need experience, play as a freecop, gain respect, and we'll see from there.
