Its my first one and am just a begginer on photoshop CS4

Jake, not true. In very rare cases they will have marked cars, but they are not used for active investigations that involve recent and dangerous crimes.

Btw, "FBI" is not "Police"
They are Government's Staff, or former "Agent" not "Officer"
If anyhow, FBI or CIA use Marked vehicles
It's only the Command Vehicle (The big long truck with Mini-HQ inside)
