You must have a Passport and a License to apply for a higher position.

For a passport go to http://www.argonathrpg.eu/forum/index.php?topic=47363.0 and apply for a passport.

For a driving license you can go to either places:

Los Santos Driving School | LSDS- http://www.argonathrpg.eu/forum/index.php?topic=42347.0

or

Argonath Veteran Driving School AVDS- http://www.argonathrpg.eu/forum/index.php?topic=13230.0

and again apply for a license.
