Title: [ARPD Report] TinMan - Goodandy

Directed to: SAPD authority.
ARPD Officer Policy violators:

1. TinMan - Aiming civilians. Forcing a lawyer to leave his client. Abusing his suspect CMD. Shooting to suspects without giving any kind of warning.
2. Goodandy - Aiming civilians. Forcing a lawyer to leave his client. Helping an abuser. Shooting to suspects without giving any kind of warning.

 a. Report on: [MA]Alejandro_Scott, TinMan and Goodandy (http://www.youtube.com/watch?v=17gZXB4mnrs#ws)
 b. No more evidence but I will explain what has happened... Game_Ford was suspect and I was trying to be his lawyer when this cop and his two partners oblige me to left the car where was going my client, I didn't liked this at all, but I complied anyway, then we was waiting Game_Ford because he wasn't in the game and I get suspected by officer TinMan for "Failing to Leave" when I was complying with this abusers (they requested me to left the car and I did it)  and then, the three officers start shooting me without give me any kind of warning, they also killed me.

Dear SAPD,
There is a lot of information that Mr. Ale_Rivosecchi lefted out. First of all, we were transporting a dangerous suspect Game_Ford to Mordor. Mr. Ale_Rivosecchi the whole time was interfering by sitting in the patrol car and refused to leave after multiple warnings. He randomly entered the vehicle that the suspect was in and the transport unit pulled over 3 times just trying to tell Ale_Rivosecchi to get out and leave. At first we asked him nicely to leave, then he wouldn't so instead of suspecting him there we just used non-lethal force to get him to leave and all. Still after many many warnings we decided to suspect him while he was in the patrol car. That is when he got out of the car, ran to the road and went AFK. After he came back from AFK that is when we decided to just open fire. In the video, it may show that he was standing on the road when we suspected him, but that is very incorrect. This is what happened. After suspection, Ale_Rivosecchi ran out of the patrol car and suddenly went AFK. What happened in the 17 second vehicle is what happened here. During this, the suspect had enough time to type the /td, so he had enough time to type /gu, especially. In addition, when he came back being from AFK, I missed him on purpose - warning shots. Obviously, Ale Rivossocchi was just wasting our time running around like a chimpanzee and since we had a wanted man heading off to Mordor we took this guy not as a felon but more as a terrorist. We do not know what his intentions were doing in that patrol vehicle besides him saying he was his lawyer, and we told him many times to leave and leave but all he did was refuse. We also told him that he may visit Mordor later but that message never got across to him. So you can't tell us that we never warned you. If you would've left in the first place you would've been alright but after provoking us many times you got what you deserved. Nevertheless, SAPD, you need to take consideration the suspect who we were transporting kept purposely /q'ing, re-entering the server, kept running around in circles with his lawyer, so us officers already had enough with this cluster of f**kness and Ale_Rivesecchi just totally asked for it. And I personally had a hit on me.

Since I was his lawyer, I wasn't "interfering by sitting in the patrol car". When you requested me to left the car I tried to let you understand I was his lawyer, but not, you and your partners start aiming me. When you suspected me I wasn't in the car... Okay, after reviewing the video several times and looking at the chat logs at a better look. As I remember now, it was right after you said "wtf" your sandlock appears that just made it look like you went AFK on purpose but I guess it was only lag.

From what I can see the incident occured at 00:00 CET, not 22:25, so why have you provided this as evidence:


To Officer TinMan:
-Why did you open fire on the suspect without issuing any warnings? And why did you use a combat shotgun as well
-Did you aim your weapon at Mr Rivosecchi whilst he was a civilian, if so, why?

From what I can see the incident occured at 00:00 CET, not 22:25, so why have you provided this as evidence:

I do not understand the information quoted. "Aiming civilians," yields the fact that the civilian was aiming at something, but it is unclear what...

I will just also present what I think of the case...

This case provided is hereby falsely issued. In a real policing situation, a lawyer has no right to follow a suspect, in particular, in the cruiser. The lawyer should arrive at the police station to present his case to the detaining officer(s). The statements provided do not agree with policing law of Argonath State.

Let us add that the "lawyer" also failed to abide to our orders, thus inflicting with our ongoing investigation and transportation of the suspect, whom we are in charge of, and are to take all responsibility for.

The "lawyer" inflicted with this investigation, and upon orders to leave the scene, failed to abide our commands, thus resulting in his suspection. Use of necessary force was used to prevent the suspect from fleeing into a nearby river, which would spark a higher conflict and require higher force/units.

Mr. Rivosecchi is guilty of his crimes.

As a civilian, no. As a suspect, yes. - I was in charge of the transportation of the suspect. The "lawyer" decided to join us. At one point in time, I called in for Officer TinMan and his partner to explain to the "lawyer" that he had to leave. As time progressed, Officer TinMan or I suspected the "lawyer" and began shooting him.

At that time only, did I aim at this "civilian," who according to Argonath Law, was a suspect at the time being.

Argonath policing techniques are based on real life techniques, to an extent.

I do not understand your English. Please speak clearly towards me.

If you watch the video closely, you will see that I am not the one who eliminates you. It appears that either Officer Scott or Officer TinMan take away your health to point zero, thus killing you.

STATEMENT IN REGARDS TO THE CLOSURE OF THIS REPORT

On April 8th  2013, at 05:58 HOURS a report was submitted by Ale Rivosecchi as a lawful citizen of the United States of Argonath.

Since then, an investigation has been conducted by the SAPD command staff member:
- Sergeant Jason Bridges

The summary and conclusion of the report has now been decided and will be released to the public.

-It is clear that none of the three officers present issued any warnings before opening fire on the suspect and only one officer used a Desert Eeagle
-It has been taken into consideration the fact that the officers were transporting a high-risk suspect to Mordor and they have been given the benefit of the doubt in view of the presumption that they issued warnings before suspecting Mr Rivosecchi.
-Despite this though, Officer TinMan clearly used excessive and unnecessary force to take down a suspect which undermined one of SAPD's and ARPD's main goal which is to arrest, not kill.

-- In conclusion, Officer Goodandy will be issued a verbal warning for failing to warn a suspect before opening fire, and Officer TinMan will be suspended from duty for a period of one (1) day for excessive force against a suspect.

If the verdict of this report seems unfair to anyone, you can report this to a Deputy Chief via an ARPD Forum PM and we may reopen the case if your argument is valid enough.
