Are you guys even reading? Leader of -ARPD-, which includes, VCPD, FBI, SAPD, LCPD etc.

Kaltsu is the founder, making him have certain leadership ability.. hence forum administrator rights. Gandalf and Aragorn are apart of the government overseeing the state, meaning they supply the ARPD and have right to appoint its different departments leadership (SAPD Chief, VCPD Chief, etc.)

The ARPD has no one leader, but is overall controlled by the government (as any police department is) for decisions that require a "leader of ARPD" to make. The ARPD's founder is Kaltsu; the ARPD's government superiors are Gandalf and Aragorn (as President and Prime Minister); and then there is Agent, who has forum administration rights because he is Agent. (And probably because he helped a lot setting up the forums and such of things back in the day)

Exactly. If you're looking for a more specific answer, to a sense, every Chief of all parts of ARPD would be the leaders, but what Vince stated above pretty much sums it all up.

There is no actual leader. Gandalf sometimes steps in as he is one of the owners and the President. Us VCPD/SAPD Chiefs just take care of our own things, and when it comes to something involving whole ARPD we solve it together.

If we were to choose a new administrator for ARPD, that'd certainly be one of the Police Chiefs from VCPD or SAPD, although I believe it's just easier to give us Chiefs the needed rights and we can sort stuff out ourselves.

When Gandalf says contact the ARPD Chiefs, he means all of us. VCPD and SAPD. We all should make a joint decision if the matter calls for us to do so.

Gandalf and Aragorn are the commissioners of ARPD, with Kaltsu being the Founder. The term "ARPD Chief(s)" refers to all of us in one collective term.

I still would suggest that ARPD Chiefs appoints a Police President. Who is only
in charge with controlling and checking ARPD Staffs and leadership. Just like
other countries handle it as well. German Police ain't controlled by government
neither is ARPD. That are different engines of the law. ARPD is executive one
and has nothing to do with the judging or creating one.

Alan and caion are both needing assistance by leading staff. As they both have 2 different
working law enforment departments which both are supposed to run under ARPD. FBI will run
under FBI as other division. Some people might mix up how divisions of ARPD and SAPD :P

A problem with the whole ''ARPD administrator'' idea is that it'd most likely be someone who is not active in VC:MP or MTA:VC, so they would be useless.

Thinking further I believe it's just better to leave us ARPD Chiefs sort the problems together ourselves. Of course Gandalf will always step in since he's the President and one of the owners.

The President is the Commander of the United States Armed Forces even though he isn't a soldier.

I think the same applies here, the President of Argonath is the head of all the Law Enforcement Agencies. I know Gandalf has denied this, but he's the closest who fits this description.

CBFasi and Pancher are the de facto leaders of SAPD. It doesn't require much brain activity to figure that out by yourself.

Use that brain of yours and read, -ARPD-, not SAPD.
