The leadership and activity of each Department is close to re-stabilizing, a new form of system isn't required.

i however do not see why nicholas should be captain? he has only 2 weeks lieutenant experience while swig has months of experience

About your claims, your statement is incorrect firstly, and you do not know the current circumstances.

Also the idea of a Department closure will not be used.
