Less Cop,Less Abuse,New Plan!

Hey all its me [ALSa]Charlie, i've made a plan..In my plan there wouldnt be freecops, only cadets..To be cadet, everyone must have a passport...Till they dont have it, when they do /duty and click to the cadet it would write:You do not have a passport.With this the abuser cops CAN NOT go on duty, and the normal cadets can.
Exactly:NO abuser freecops!

And at the passport test admins would tell not to abuse the cop rights, and everything would be fine.

2 problems...

1. Its not only freecops that abuse!

2. The demands for passports will increase so much that admins will not have any rp time left, or for that matter time to do the rest of thier job of catching hackers and abusers..

The new system will give a means of SAPD to manage freecops/cadets AND officers that abuse in such a way that should make it possible to encourage players to learn or re-learn.

I think that good way should be same as few other servers.. to be cop you have to register and apply on forums. In our meaning - he has to be cadet to play.
I know - it will be harder to choose cadets, but i think its good way..

Anyway also cadets registered and accepted on forums can abuse, so that wont solve anything..

One thing that has come from Gandalf and Aragorn is that the server is to be open RP, another words, very few restrictions on what can be done.

We are NOT the same as other servers, that is on-purpose!

In simple...
Freecops will stay no matter what anyone wants.
A system IS being brought in, and is under testing right now to make it possible to deal with the abusing cops without having to kick them.

We aleady have a system of applications etc that requires passport etc, which willbe made a bit tighter too, this system will give access to additional benifits that will make the SAPD more effective than being a freecop.

I totally agree with Charlies idea
I had that idea myself when i first meet the "abusers"...
So this is what i think:

Well first of all it doesnt has to be the Passport, it could be another thing like a permission to go on duty or a license to kill.. i dont know
And this license to kill or permission doesnt has to be given by an admin, it could be given by Officers or higher..
And if this Cop abuses many times then the "Permission" or whatever is taken by an Officer or higher...
Anyway if you want to get rid of at least 50% of all abusers then consider this idea and start working on the Permissions,etc... 

BUT what speaks against it, is what CBF said:
Most of the people join our server to play as whatever they want without having to make an Application and wait,etc..
I have tested another RPG servers and they really ARE boring if you speak about becoming a Cop:
You have to wait weeks before you can even own a gun :S

Anyway if you ask me then i would keep watching the increase of the abusers and:
If its not a big deal then we keep warning them,kicking them,etc..
If it keeps increasing so much then i would say the admins/Chiefs consider this idea and start working on it

i like what wichi told, jsut give them permission,
ARPD Officers and higher can give the permission,
before giving permission point them to this site for all rules, and then that any abuse will lead to a ban from cop duty for that time,
and after you told that you can do /permission [id] or whatever so he can be cop,

and when you see a cop abuser, and after some talking and you are sure he doesnt take it serious and the abuse was an accident, then you can /cancelpermission [id]

this will mean that new players can inmediatly start being cop when Officer or higher gave permission,
and dont have to wait for some time

I think all who want to be freecops . And all cops must train, someday one cop stoped me and he give me a ticket for driving to fast ( 108km/h ) the ticketprice was 420$ And I sad no way read the rules.And he sad he has read the rules. I dont remember his name,
