[ARPD Report] - Mark Hansley
« on: December 28, 2012, 19:03:42 pm »
Directed to: SAPD authority.
ARPD Officer Policy violators: Mark Hansley

1. Mark Hansley -  Well, I was driving around Palamino Creek on my FCR with my friend Jessica Richardson, we got pulled over by Officer Hansley. I knew I didn't do anything wrong so I took out my iPhone and started recording, He asked us if we wanted to have a competition, when I asked what the competition was, he replied with "Who can blow the hardest". I then asked him what he ment. He then unzipped his pants and said "What did you think I ment". I threatend to sue him and he said "What're you doing on this side of the country?". I think that was ment to be a threat or something... I don't know. My friend Jessica, called him a cunt and threatened to arrest us for that, which I could kinda understand, but he then got a M4 from the back of his Van and said "Don't get me angry now". I whispered to Jess to "Stop insulting him, it'll just get us in trouble", He asked to see our licenses and when I was about to take mine out, he pushed me off my bike and drove it away. He got off and when I got back on, he told me to scram, I told him I was going to sue him, he then suspected me and shot my tyre out, also a bullet landed in me and Jess. I crashed into a tree and gave up to him. When he was cuffing me, he gave me a bribe of 1000$ to not sue him, I told him that won't get him off. When we was driving to DPD. He stopped in some little forest area thing... I was thinking he was going to kill me, but he just tried to bribe me with an unsu, I said he can but wouldn't do anything. He still requested the unsu. After I turned off the camera on my iPhone, he then took the phone off me and smashed it to the ground, in an attempt to get rid of the evidence, if it wasn't for iCloud, I wouldn't of had the evidence now

Dear investigating officer/officers,

Mr. Aly, please excuse me for the late response. I have been out of state for some business regarding Vice City and Liberty City. In this letter, i will respond to the charges brought up against my client, mr. Hansley.

To miss Lacy: Apart from the story full with allegations, i cannot find the actual charges made against my client in your story. What SAPD policy was violated? What do you want and/or need from my client?

Also, regarding your evidence, why is it that you claim to be treated wrongly when your tone and attitude against the officer was appalling during this situation? How hard is it to comply with the officer who has jokingly told you something? You simply cannot expect to be treated well if you do not treat others with the same respect.

I haven't treated Mr Hansley wrongly at all, my friend Ms Richardson may of because I think she might have a slight anger problem against the law enforcement. Also here's something I found at the Police Regulations
Quote from:  [SA:MP
ARPD Police Regulations]
[3] Attitude towards San Andreas citizens:
As a police officer, regardless of being a member of the SAPD, you are required to behave as a police officer. This means that things such as unwarranted hostile attitude towards random civilians, misuse of authority, breaking laws and anything that goes against the Argonath rules will result in punishment.
If I remember clearly, he took out a M4 and showed it to us saying something along the lines of "What are you doing driving on this side of the country?!!", I'm also not sure if public indecency is a crime in this state but I do recall him flipping out his penis after I asked what did he mean by the contest of blowing, also I want Mark Hansley to be suspended from the ARPD for a amount of time, I don't mind how long. I just want him to be punished.

Dear investigating officer/officers,

According to police regulations, it is indeed not allowed to display unwarranted hostile attitude towards random civilians. Pay specific attention to unwarranted and random.

First, the so-called hostile attitude is not unwarranted, due to the fact that mr. Hansley was indeed seeing a very hostile ms. Richardson. She could not expect anything else than a hostile response back, after hearing so much foul language hurled against my client.

Second, the hostile attitude did not occur before the first point, thus removing random out of the equation.

In the light of these two points, we have hostile attitude towards civilians, which, on itself, is not prohibited by police regulations due to the fact that police must sometimes be hostile in order to handle situations correctly.

I therefore ask for this case to be dismissed as no regulations have been violated.

Sincerely,

M.A.J. (Marcel) de Rooy

Well Marcel, if someone called you a "f**king cunt", would you take an M4 out of the boot, back seat, or whatever and threaten them? I understand it was a little bit hostile of Ms Richardson, but that's all she did say in our encounter with Mr Hansley so it wasn't "very hostile".

Also I'd like to know if Public Indecency is a crime or not in this state.
