1. Officer Name - We are in the middle of investigation of Luis and Ackia Luciano, And then there are a shootout outside that need our attention, So we went outside and handle that, but we lost so respawn at LSPD. So WE come back, when we come back, I see officer Jack jailing both suspects with 15 sec ( Both suspects was really dangerous with heavily armed) and killed some cops previously. This is unacceptable behavior and corrupt from ARPD side
Also, he seems lying to me, since when i ask him who order you to jail these suspect with 15 sec, he said someone, and when i ask who, he can't mention the name. He probably lying and jail his boss with low time since they are in the same family.

Kendall was organizing a patrol at LSPD, which I was about to attend to when suddenly I see several Luciano's(and Soprano's) at Market Ammunation. I saw a police officer there which was trying to guideline these officers to put their guns away(at this time, they were not suspected, but furthermore civilians). So, one of them aims at the officer which results that the officer suspects him for "aiming". At this time, I already knew the outcome of this situation, so I decided to take distance and drove a little south of their position and observed.

Another officer arrived and they instantly opened fire, so I drove up to them and opened fire and neutralized 3 suspects. There were 2 other cars that evaded. In this car, we have Acika_Luciano, Luis_Luciano and Skerdi_Soprano. They start drivebying us and we chased these guys around in San Andreas. Acika and Luis managed to escape several times, but was resuspected 2 times  for the reason "aiding & abetting". So they decided to go for a jump at Mt. Chilliad where they blew up on the bottom(I jumped too, but landed without a scratch) so we resuspected them, and everyone surrendered. At this time, Acika started shouting "INVESTIGATION!!!!!!" so we decided to bring them to APPD, Skerdi did not request an investigation, so Officer Kendall locked him behind bars.

We started the investigation of Acika and Luis, and Skerdi started provoking us with such things as jumping on the printing machine, typing such things as "/me takes a printphoto of his ass". At this time Officer Kendall gave him a lot of chances and it resulted that he suspected him. Skerdi ran outside and said he'll deal with Skerdi. At this time, officer Kendall called for backup and I ran out to check the situation, leaving Acika and Luis uncuffed inside APPD. Skerdi opened fire at us with a combat shotgun, and killed us(We did not carry any combat shotguns, but standard duty weapons + SMG-Mp5 and chromegun). We spawned at Los Santos, so we decided to go back.

After we returned to Angel Pine, another blood bath was in progress, other officers had arrived on scene, one of these officers was Jack_Luciano who did not care about serving and assisting his fellow colleagues, but furthermore go inside APPD, and jail Acika for 15 seconds, at this time, I left the shootout as Skerdi barricaded himself inside a business. So I jailed Luis for 180 seconds.

Jack is a member of the Luciano which is lead by Acika. I believe that Jack was ordered to go on duty and jail Acika for minimum seconds(as well Luis, but failed). We have seen similar incidents back in time where every law enforcement was enabled to go /cancelsuspect. This function was disabled as friends of the criminals went on duty to cancelsuspect their friends. This is the same function, just in /jail, but has the same function. He was jailed for 15 poor seconds for being responsible for a massive bloodbath, and a damn long chase all over San Andreas.

STATEMENT IN REGARDS TO THE CLOSURE OF THIS REPORT

On the 12th of October, 2012, at 0651 HOURS a report was submitted by Jackson Kendall as a lawful citizen of the United States of Argonath.
Since then, an investigation has been conducted by the SAPD command staff members:
- Sergeant Def Perry
- Deputy Chief Kelvin 'Sushi' Gould

The summary and conclusion of the report has now been decided and will be released to the public.

-- As I previously stated, this is not only a violation of ARPD procedure, but a breach of server rules as well. The reported officer, Jack Luciano has failed to respond here and is therefore disciplined without his statement; as he was given more than enough time to provide his side of the story.

-- In conclusion, ARPD Officer Jack Luciano will be suspended from duty for 5 days (this may change depending on whether they were punished already or not) and an investigation will be conducted by the administration team of ArgonathRPG SA:MP into those that were involved in this incident (Luciano members Acika, Luis and Jack).
