VCPD - Questions/Commentary/Discussion

This topic has been made based on Daily situations: Administration answer, from main forums. The point of the topic is to clarify what to do and what to not do when situations given by the members happen and to avoid misunderstanding between admins/senior staff/citizens/VCPD members' actions.

Rules of this Topic:
  • Only Senior Staff (captains and higher) or VC:MP Leadership may answer to the situations given by the members.
  • Only VC:MP ARPD-related questions allowed.
  • Any post breaking the rules above will be removed.

Example:

Situation: Three officers who captured a suspect were leading him to the cells. At the moment the guy steps inside the cells, comes a random cop and does !jail, taking away the money.
Question: What to do about it?

Answer: Report him to the administration. If the 'random cop' is a member of ARPD, post a complaint against him/her.

Answer: Yes, you can shoot him, but don't kill - use a shotgun, try shooting him only once so he becomes unable to move for a short period so the others can run, but the best thing is taking pictures and PMing an admin about it.

Situation: There is a freecop giving orders to everyone, Someone of ARPD say he cannot order others, and he says while using SWAT skin : Im a SWAT. When he says that Some other freecops follow his orders, and, sometimes, End RP situations just because that Freecop said to do that. No admins also.
Question: What to do?

Answer: Simple, Ignore him. You don't need follow orders from random cops. If he starts rulebreaking, take pics and report to admins later OR try contacting an admin on MSN or Main forums PM. Also tell him that being S.W.A.T. skin doesn't means he can go around giving orders to everyone.

Answer: If the civilian and the cops are RPing, yes. Same goes for offices upstairs. Suspect with "Trespassing" on reason. But as I said, only if there is RP going on.

Answer: If you respond to a situation like robbery, kidnapping or terrorist threat, it's protocol to suspect the criminals straight away. You may put a tag like '[protocol]' in suspect reason.

Answer: No, atleast for now. If the case is important, they can be given officer rights or such... Either way, if the senior staff personnel is in another jurisdiction (e.g. VCPD senior staff coming to SA state), their ranks in their departments must be recongnized (e.g. if I go to SA as a matter of cooperation with the SAPD, my rank in VCPD must be recognized). If the senior staff member goes to the other server just to RP a cop, their rank in the original department doesn't need to be recognized.

What if they are "moving" to San Andreas from Florida? In that case, it's like transferring between precincts/agencies. I'd recommend a system be put in place for training them and testing them in the event of that happening so they can have their rank transferred over.

That's a different case, of course the officer will need to get used to the duties in the new department before starting duties... But both senior staffs of the divisions must decide about it.

Situation: Someone claims they have the license that enables them to do a certain action. For example, if they claim they have the right to fish or deal in certain trade areas.
Question: What action do you take in this situation? Does it depend on the severity of their action? If it is not strictly stated on the State Law, what action can you take? Do you just ignore them leaving them with a verbal warning to be more considerate in the future?

Answer: Fishing, in your example, is a fully legal activity, thus you can go fishing anywhere you want. Trades that are forbidden are weapon trading (if outside of Ammu-Nations) and drug trading (at any case). There's no exception so if the civilian claims to have a license, it's fake. The rest should be okay.
