ARPD Officer Policy violators: Jack_Baker

1. Jack_Backer - Pursuited me in his turquoise and white Bullet sports vehicle while I was driving a Sentinel with holes in my tires. I was suspected for drug dealing. When I decided to stop in the middle of the highway, officer Jack Baker sprayed me with his spray can and hit me until I died, even though I did say "I surrender". As an ex- SAPD officer of the Dillimore Police Department and Los Santos Police Department, I know the procedures of surrendering suspects. I decided not to use the deticated command "/gu", as I wanted to roleplay it.

  I suppose he is a member of the ARPD, as he doesn't have an official rank within the SAPD, but he is a member of the SWAT team.


My last complaint was closed, due to a misunderstanding. An administrator cleared this up for me ingame today. See the following picture.

Upon reaching out of the vehicle, you decided to stand still at the side of the road without any movement.. this includes not surrendering or hailing, therefor i decided to use pepper spray untill you would surrender (duty protocol). You decided to NOT use either one of the two right ways to surrender which is either /gu or putting your hands up. Using local that does not make you surrender however, even altho you might've said so.

As you decided to continue not using one of the two ways, the consequence was so die due to the pepper spray effects.

Suspect idle - Suspect must be told to surrender, or force will be used. If the suspect fails to comply, the use of LTL to take down the suspect is granted. (If suspect is idle with weapon showing 1.1 applies but refer to procedure 1.1)

I would like you to settle this with the administrator that announced this in public on the server.

After discussion with Community Leader Kojak its found that the announcement was incorrect as the ARPD procedures tells us to do elsewise.

Standing still does not equal surrendering, it means they are not surrendering but presenting no threat.

Also, I already said that this report is closed, you brought up same evidence and same case. As for me it's simple post hunting so I will be discussing forum punishment for you.

If administrator told you something, go to server administration if you think they got better verdicts than ours. If you don't like my decision you can go to ARPD Commissioner or SAPD Chief.

As for rules that apply to Jack as member of ARPD:

-Suspect is idle -- You must use ONLY pepper spray or baton, if they fail to comprehend after warnings, and you cannot apprehend, you may use baton or pepper spray to take down. (If suspect is armed with fire-arm while idle, you still must only use pepper spray or baton, it is advised you have another Officer to cover you with a gun).
