What you can do is delete the 'gta_sa.set' in your 'GTA San Andreas User Files', or look in the GTA folder for the 'd3dx9.dll' file, and delete that one also.

Reinstall GTA:SA and SA:MP. If still don't work, try updating video drivers.

Did you get it after installing SA:MP v0.2.X, or were you able to play with it?

Like Janar said, I would try installing both GTA and SA:MP.
