ARPD Report - Officers Dance. & Voldy_Perry

Directed to: SAPD authority.
ARPD Officer Policy violators:

1. ARPD Officer Voldy_Perry - Assault with a Deadly Weapon (x2), Endangerment of Life and Attempted Kidnapping

2. ARPD Officer Dance - Encouraging/Assisting Above Crimes, Attempted Murder, Stealing, Destruction of Property & Suspect Abusing

Description of Events
1. I had taken a bike and was heading to my house to change into some better clothes. However I heard 2 Officers behind me. They attempted to pull me over and was inside a tunnel. I was going to head to the other side and then pull over but I got rammed instead and I fell off my bike and went unconscious also suffering multiple bruises.
2. The officers attempt CPR but it failed. So instead of calling an Ambulance or anything else, they attached me to the top of their Buffalo using rope. The rope snapped due to wind and I fell off. Voldy then drove back and drove over my Left hand, crushing it.
3. They then put me in the boot and Dance took $100 from my coat. My phone then went off due to a text message. I woke up and found myself in the boot, I proceeded to take my phone and call 911 and told them of my situation.
4. They then stopped the car and took "underwear", yes underwear and gagged me. I then texted FBI Agent Maskkane_Rosso along these lines. "Help me, Officers gagged me and are taking me away". I realised my right hand was not tied to anything and I took off the underwear and called 911 again.
5. They stopped the car outside of All Saints and opened the boot and Officer Dance then took my phone and destroyed it by throwing it in the air. Helpless, I did only what I could do what was in my power, I ran.
6. I got suspected for evade even as the officer screamed "Stop!" multiple times, I ran. He shot at me and me having reached no where I stopped, out of energy and tired.
7. FBI Agent Maskkane then stopped the officers and proceeded to argue with the officers about my condition and their actions. They took off and Maskkane took me and 2 other Officers to LSPD, where I was shortly unsuspected on the basis I was abused.

Discussed with Pulse, A Call for EMS Was made, it was Dance's stupidy not mine, lets have a moderator check the chatlogs for my ems, i will now quote what i put, and you shall see that at about 07:25 or something (GMT+0) ''EMS Required to LS-SF Tunnel, Suspect in need of medical attention, Paramedics needed'' I would like a thorough check of the chatlogs, as i know that my quote is there, afterwards i will be requesting a fully blown apology from Pulse for actually criticizing my RP and treating me as a 'newb' In a sense cause this id doing my nut in.

UPDATE :

As seen on pulse's chatlog, as seen as he is most likely denying the fact i attempted to get him medical attention, hence taking him to all saints hospital, but anyway :

[16:20:55] Voldy_Perry(12) says: We'll get you medical attention sir.

After this, i made the call on /e whether or not Pulse has removed it i will not know, i want a Moderator or anyone with the power to check chatlogs, to check around the time above, and clarify there is a /e cause i know damn well there is, lawl.

Medical Attention was never dispatched nor requested at the scene. You or your friend attempted CPR but it did not work.

Pulse, quiet, until this has been proven by a administrator or moderator, we will see, and i can probably 310938210 mil bet you i asked for EMS to be dispatched lad.

In regard to point number one : Also, dont even DARE try throw this over the top, i did not ram you kid, i used a very popular policing technique, i went in front of your bike and slowed down to bring you to a stop, its not my fault if you get lag pal, and before you say i lagged, my ping never ever really goes over 60.

In regard to point four : Trust me Pulse, every single point you make, i have an answer, as for the underwear thing, it was 'Dirty Boxers' I dressed your f**king wounds up with them.

trust me mate, this report will go nowhere as every accusation you make, is frankly, A piece of shit.

UPDATE :

You are rather sly mate, i see between the 2nd and 3rd picture's is a bit of a leap, thats like 2 minutes after i said i would get you medical attention, hence this is why my /e call is missing, pulse, please delete this report before someone looks in the chatlogs and clarifies that i did make a call for a paramedic, because then if that happens, this report is invalid. I think the lesson we learn today is SAPD Are a tad sly, and would never be able to have a bit of fun with any other players...haha.

1. I did not hear an EMS being dispatched hence multiple charges

2. I was not even a suspect. You are admitting you PIT'd a Civilian?

3. You gagged me, I didn't see anywhere that you used underwear to cover my wounds with

4. I am reporting you in what I think is fair and honest, if you had acted a bit more professional it might've not happened. Otherwise if the claims are false, no need to lash out.

5. I have no where on my chatlog does it say that you or your partner talked in Emergency Radio.

I, Maskkane_Rosso here by confirm I was confronted by PulseEffect. When I was informed of the situation, I tired to contact the officers via Police communications Radio. I had several failed attempts and then I finally got a hold of one of the officers involved. I simply asked for their location and requested them to stay still I would be there momentary. They failed to listen to these orders, I then seen on my radar map, 2 blue dots and  a White dot, then I seen that white dot turn yellow followed by the text that PulseEffect was suspected. I then proceeded to arrive on scene and confront the officers. These officers were very un-professional during the time of my questioning.. Fellow Agent, Team_Boozman arrived on scene as well.

I can confirm The officers story that medic were indeed called, I seen one of the calls made..

That is all I have to say on the situation.

Thank you maskkane, this then concludes i was right and that this was all a false accusation on myself, i tried to rp, 'Dance' took it into his own hands to make a cock-up of it, i only go on duty when i feel like a lot of roleplay, so i request for this investigation to be taken to Dance, also maskkane i tried to RP accordingly as i told you i had a dashcam on my police buffalo, which in RP terms, has a dashcam.

You were the driver, you're responsible for your actions. If you hadn't played along you might've not ended up here.
I will take the call over /e for medical assistance but it doesn't fully justify the actions that you both committed.

As no other command member has looked into this thus far, I Deputy Chief Kelvin 'Sushi' Gould will begin the investigation. Pulse, if possible please put these images in an album next time for accessibility sake.

So far, I see a lot of misconduct from the officers at hand.

I can not know why you went after Pulse to begin with, so if they could be explained, that would be great. Him having suspected to have stolen a push bicycle should not have resulted in ramming him off the bike. From what I've observed, they was harm done to the, at the time civilian, on purpose by both officers. Using rope to tie an unconscious civilian to the roof of a vehicle, rather than tying oneself to a vehicle who could hold on.

Clearly, underwear was used to gag the civilian and not to dress their wounds as shown in the presented evidence.

I also ask why the wind happened to blow and why an SAPD Badge showing would have been significant in that situation as well.

I will await the response of Dance before continuing further, if no statement is given by the date 2nd July, 2013 the investigation will continue.

Do i still need to reply? If yes then only i admit my mistake. Its not Vouldy's mistake. I didnt knew that the suspect has to be seated in the car and other officer has to carsurf. But in this case the suspect car surfed and i sat in the car instead. Also pulse, the BMX you were driving was mine. It can still be found at the garbage area,commerce. We tried to pull you over but you didnt pulled over so vouldy tried to come infrnt of you so you can stop. As vouldy mentioned you lagged thus you fell down.
And that carsurf problem? I agree. I was new in cop job that time so i didntcknew if it is important or no.

Dropping Charges against both officers, Voldy Perry hasn't been active for quite a while and I acknowledge Dance's statement and will personally speak to him later.

Charges dropped, case closed. No actions taken at this point.
If bad guy throws a rock on you, don't throw it back- it will change you into criminal as well.
