Darwesh Payne - Reported ramming other LEO's cruiser, excessive use of force (homicide), abusing of suspect script

Description of events:
Xaif was suspected by SAPD Officer Darwesh with an unknown reason, I asked him over the radio on what happened but I received no response. I rushed to the scene with C3 and saw Officer Darwesh running for his cruiser and the person (Xaif) was already missing (dead I assume).
