Civilians constantly stunting around Pershing SQ

It has occurred to me (since a long time) that there are many civilians who like to and constantly do stunt at Pershing sq.

This is usually on bikes jumping around like chickens or speeding really fast and hitting the curb and flying etc.
I feel I have been left alone to tackle the horrendous crimes that unfold.

We need some action on this issue.
