IMO,

It's really sad to see that the SAPD has the need to fill up spots. Before RS5 when people were promoted it was based on the effort that the officer showed and how he contributed to the Department. Nowadays I see people getting promoted showing no effort whatsoever besides like 4 operations report. Leading skills, ability to set up quick tactics with limited resources, relations with players and good overall environment with most of the players are few of the multiple skills a Command Member must have. I do believe that being friends with higher ranks shouldn't count. This isn't a moaning topic, if I could this would've been done on CMD boards. This is a "eye open" to all the current staff members of the SAPD. Please, I do understand that we lack man power, but promoting just because isn't the solution for a stable Command team.

Nothing to point out towards Jake, by the way, because I saw him climbing up the ladder and making strong efforts in order for everything to work well. He is an example of how it should be done.
