VALID question to those in authority over ARPD and SAPD

Are SAPD allowed to suspect people for what under the consititution is not a crime ?

Are SAPD required to inform the suspect at time of suspection what the crime is ?

These are valid questions are are made as a member of the public in a public place..
Ex ARPD Commisioner
Retired SAPD Chief

You already know the answer to this. Stop testing my limits.

I'm done playing baby sitter and done playing these games. I've been respectful about how things ended but if you want to make it a public ordeal we can go down that route.
